One avenue that holds particular promise are \u003Ca href=\"http://datacollaboratives.org/\" target=\"_blank\" rel=\"noopener noreferrer\">data collaboratives\u003C/a>. Data collaboratives are a new form of partnership in which data (such as data owned by corporations) or data expertise is made accessible for external parties (such as academics or statistical offices) working in the public interest. By bringing together a wide range of inter-sectoral expertise to bear on the data, collaboration can result in new insights and innovations, and can help unlock the public good potential of previously siloed data or expertise.\u003C/p>\n\u003Cp>Yet, not all data collaboratives are successful or go beyond pilots. Based on \u003Ca href=\"https://datacollaboratives.org/explorer.html\" target=\"_blank\" rel=\"noopener noreferrer\">research and analysis \u003C/a>of hundreds of data collaboratives, one factor seems to stand out as determinative of success above all others — whether there exist individuals or teams within data-holding organizations who are empowered to proactively initiate, facilitate and coordinate data collaboratives toward the public interest. We call these individuals and teams “\u003Ca href=\"https://datastewards.net/\" target=\"_blank\" rel=\"noopener noreferrer\">data stewards\u003C/a>.”\u003C/p>\n\u003Cp>They systematize the process of partnering, and help scale efforts when there are fledgling signs of success. Data stewards are essential for accelerating the re-use of data in the public interest by providing functional access, and more generally, to unlock the potential of our data age. Data stewards form an important — and new — link in the data value chain.\u003C/p>\n\u003Cp>In its \u003Ca href=\"https://ec.europa.eu/digital-single-market/en/news/experts-say-privately-held-data-available-european-union-should-be-used-better-and-more\" target=\"_blank\" rel=\"noopener noreferrer\">final report\u003C/a>, the European Commission’s High-Level Expert Group on Business-to-Government (B2G) Data Sharing also noted the need for data stewards to enable responsible, accountable data sharing for the public interest. In their report, they write:\u003C/p>\n\u003Cblockquote>\n\u003Cp>\u003Cem>“A key success factor in setting up sustainable and responsible B2G partnerships is the existence, within both public- and private-sector organisations, of individuals or teams that are empowered to proactively initiate, facilitate and coordinate B2G data sharing when necessary. As such, ‘data stewards’ should become a recognised function.”\u003C/em>\u003C/p>\n\u003C/blockquote>\n\u003Cp>The report goes on further to acknowledge the need to scope, design, and establish a network or a community of practice around data stewardship.\u003C/p>\n\u003Cp>\u003Cstrong>Wanted: Data Stewards\u003C/strong>\u003C/p>\n\u003Cp>A new position paper, released by The GovLab within the context of the \u003Ca href=\"https://unstats.un.org/unsd/statcom/51st-session/\" target=\"_blank\" rel=\"noopener noreferrer\">UN Statistical Commission High-Level Forum on Official Statistics \u003C/a>which focused on “\u003Ca href=\"https://unstats.un.org/unsd/statcom/51st-session/side-events/documents/HLF-Data-steward-concept-note-and-agenda-2020-01-27.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Data stewardship — a solution for official statistics’ predicament?\u003C/a>” seeks to begin that work. \u003Cstrong>The paper, titled “\u003C/strong>\u003Ca href=\"http://www.thegovlab.org/static/files/publications/wanted-data-stewards.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">\u003Cstrong>Wanted: Data Stewards: (Re-)Defining The Roles and Responsibilities of Data Stewards for an Age of Data Collaboration\u003C/strong>\u003C/a>\u003Cstrong>”\u003C/strong> tackles questions regarding the profile and potential of data stewards. It aims to provide an operational roadmap to support the implementation (or expansion) of data stewardship functions in public- and private-sector entities; and to start building a community of expertise.\u003C/p>\n\u003Cp>Moreover, it addresses the tendency to conflate the roles of data stewards with those of individuals or groups who might better be described as chief privacy, chief data or chief security officers. This slippage is perhaps understandable, we need to redefine the role that is somewhat broader. While data management, privacy and security are key components of trusted and effective data collaboratives, the real goal is to re-use data for broader social goals (while preventing any potential harms that may result from sharing).\u003C/p>\n\u003Cp>In particular \u003Ca href=\"https://www.thegovlab.org/static/files/publications/wanted-data-stewards.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">the position paper\u003C/a> — which captures lived experience of numerous data stewards- seeks to provide more clarity on how data stewards can accomplish these duties by:\u003C/p>\n\u003Cul>\n\u003Cli>Defining the \u003Cem>responsibilities\u003C/em> of a data steward; and\u003C/li>\n\u003Cli>Identifying the \u003Cem>roles\u003C/em> which a data steward must fill to achieve these responsibilities\u003C/li>\n\u003C/ul>\n\u003Cp>\u003Cstrong>Responsibilities and Roles of Data Stewards\u003C/strong>\u003C/p>\n\u003Cp>According to the \u003Ca href=\"https://www.thegovlab.org/static/files/publications/wanted-data-stewards.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">position paper\u003C/a>, data stewards have three responsibilities. First, they \u003Cstrong>collaborate\u003C/strong> , working with others to unlock the value of data when a clear public interest case exists. Second, they \u003Cstrong>protect\u003C/strong> customers, users, corporate interests, and the public from harm that might come from sharing or use. Third, they \u003Cstrong>act\u003C/strong> , ensuring relevant parties put the insights generated to use.\u003C/p>\n\u003Cp> \u003C/p>\n\u003Cfigure>\u003Cimg src=\"https://miro.medium.com/v2/resize:fit:700/0*TmRiOOQvxWDnCcOv\" alt=\"\">\n\u003Cfigcaption>\u003C/figcaption>\n\u003C/figure>\n\u003Cp> \u003C/p>\n\u003Cp>These responsibilities manifest in the five roles that a data steward must fill. These roles are:\u003C/p>\n\u003Cul>\n\u003Cli>\u003Cstrong>\u003Cem>Partnership and Community Engagement\u003C/em>\u003C/strong> , to reach out and vet potential partners while also informing beneficiaries of insights generated from efforts.\u003C/li>\n\u003Cli>\u003Cstrong>\u003Cem>Internal Coordination and Staff Engagement\u003C/em>\u003C/strong> , to coordinate actors internally and gain sign-off from them.\u003C/li>\n\u003Cli>\u003Cstrong>\u003Cem>Data Audit, Ethics, and Assessment of Value and Risk\u003C/em>\u003C/strong> , to monitor and assess the value, potential, and risk of all data held within an organization.\u003C/li>\n\u003Cli>\u003Cstrong>\u003Cem>Dissemination and Communication of Findings\u003C/em>\u003C/strong> , to act as the “face” of the company’s data projects and communicate shared outcomes to external actors.\u003C/li>\n\u003Cli>\u003Cstrong>\u003Cem>Nurture Data Collaboratives to Sustainability\u003C/em>\u003C/strong> , to work with stakeholders to gather the needed resources and support for broad, long-term impact.\u003C/li>\n\u003C/ul>\n\u003Cp>\u003Cstrong>Next steps\u003C/strong>\u003C/p>\n\u003Cp>Moving forward, The GovLab will engage with a broad set of stakeholders to explore the issues raised above and finetune the roles and responsibilities of data stewards integrating lived experience. In particular we will seek to understand if and whether there are any differences between data stewards in the private and public sector; and what are common challenges or practices.\u003C/p>\n\u003Cp>We will seek to help implement data stewards within organizations as to make data collaboration and data responsibility to be more systemic, sustainable, and responsible.\u003C/p>\n\u003Cp>Finally, we will examine the creation of a formal network of data stewards — as pledged and recommended for the High Level Expert Group. Toward that end The GovLab, and a dedicated scoping group, will seek to hold one or more data stewards camps or workshops to further the design features and prototype possible organisational and governance structures. Andrew has coordinated and managed various initiatives, including the #Data4COVID19 Africa Challenge—a collaboration between l'Agence française de développement (AFD), Expertise France, and The GovLab to accelerate responsible data innovation to tackle COVID-19 pandemic and its effects across Africa—and the Responsible Data for Children initiative—a collaboration with UNICEF to promote the more effective and responsible use of data for and about children in settings afflicted with challenges such as forced migration, climate change, and disaster response. \u003C/p>\n\u003Cp>\u003Cstrong id=\"docs-internal-guid-ccdeb17b-7fff-01a5-cb71-4ee622a7f2b9\">\u003Cbr>\u003C/strong>In addition, Andrew conducts significant research on data collaboration and data stewardship, especially as they relate to ongoing, dynamic crises. The Impact Assembly as part of PwC’s social impact practice.\u003C/p>\n\u003Cp>He is an ANZSOG Practice Fellow for Digital Government Strategy and Leadership and the founder and principal of Public Purpose Pty Ltd, working at the intersection of public policy, strategy, leadership and technology. He has led the development of new programs exploring the public leadership implications of digital, data and AI, including the role of ethics and ethical frameworks for public leaders. He co-directs ANZSOG’s Deputies Leadership Program with Kathryn Anderson, that integrates a significant focus on the evolution of leadership responses to the opportunities and risks of digital, data and AI capabilities and platforms.\u003C/p>\n\u003Cp>From 2001 to 2013, Martin led the Asia-Pacific public sector consulting and innovation team in Cisco’s Internet Business Solutions Group (IBSG). He led strategy and design work on digital transformation and public policy and public sector reform projects in government, education, health, human services and urbanisation in India, China, South-East Asia, Australia and New Zealand.\u003C/p>\n\u003Cp>Prior to his role in Cisco, Martin held various policy and management roles in the federal public sector, including Chief of Staff to a Minister in the Federal Government, a federal public servant (Communications, Sport, Recreation and Tourism) and as a research and strategy lead in the Office of Strategic Planning in the NSW Cabinet Office. For the past three years, and again in 2026, he has been a Learning Guide and facilities for the NSW Leadership Academy (Band 1 and Band 2 senior executives).\u003C/p>\n\u003Cp>He chaired the former NSW Digital Government Advisory Panel and the Expert Advisory Group for the Welfare Payments Infrastructure Transformation program (WPIT) for the former federal Department of Human Services (now Services Australia).\u003C/p>\n\u003Cp>He was a member of the Government 2.0 Task Force established by Federal Minister for Finance, Lindsay Tanner, in 2009. In 2017, Martin was one of 3 members of a review for the NSW Government, chaired by former NSW Premier Nick Greiner AC, of regulatory policy and strategy across the State.\u003C/p>\n\u003Cp>He was an inaugural member of the NSW AI Advisory Group which crafted the early versions of what has now become the NSW AI Assurance Framework which is also being adapted as a national AI assurance framework.\u003C/p>\n\u003Cp>Martin writes and speaks extensively on government, service design, digital transformation, the impact of AI in government and on public leadership for the digital age as well as on different dimensions of policy reform.
