Zahuranec and Marine Ragnet, the two-hour talk brought together UNICEF staff from different parts of the world to learn how they could realize the principles in the areas they work. It then sought to understand possible challenges, gaps, risks, and lingering questions on responsible data for children that UNICEF staff might have encountered in their countries and regions.\u003C/p>\n\u003Cfigure id=\"f29a\" class=\"graf graf--figure graf--iframe graf-after--p\">\u003Ciframe src=\"https://www.youtube.com/embed/UM_xwxaIOVE?feature=oembed\" width=\"700\" height=\"393\" frameborder=\"0\" scrolling=\"no\">\u003C/iframe>\u003C/figure>\n\u003Cp id=\"36bb\" class=\"graf graf--p graf-after--figure\">The event began with an introduction by \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.linkedin.com/in/mark-hereward-852376207/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.linkedin.com/in/mark-hereward-852376207/\">Mark Hereward\u003C/a>, Chief Data Officer at UNICEF, on the need for strengthened governance of data.\u003C/p>\n\u003Cp id=\"5bed\" class=\"graf graf--p graf-after--p\">Following these overviews, Andrew Young and Eugenia Olliaro explained what each \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://rd4c.org\" target=\"_blank\" rel=\"noopener\" data-href=\"https://rd4c.org\">RD4C principle \u003C/a>means, demonstrating their application in practice through \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://rd4c.org/case-studies/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://rd4c.org/case-studies/\">real-life examples from the field\u003C/a>. Andrew J. Zahuranec and Marine Ragnet, meanwhile, presented \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://rd4c.org/tools/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://rd4c.org/tools/\">tools\u003C/a> that could be used to enforce the principles. The session dove into each principle in detail:\u003C/p>\n\u003Cul class=\"postList\">\n\u003Cli id=\"5a14\" class=\"graf graf--li graf-after--p\">\u003Cstrong class=\"markup--strong markup--li-strong\">The participatory\u003C/strong> principle involves engaging and informing individuals and groups affected by the use of data for and about children. The team discussed how \u003Ca class=\"markup--anchor markup--li-anchor\" href=\"https://odpl.thegovlab.com/ccm-directus/assets/o6245olwrwg4488k\" target=\"_blank\" rel=\"noopener\" data-href=\"https://odpl.thegovlab.com/ccm-directus/assets/o6245olwrwg4488k\">InForm\u003C/a>, an Open Data Kit-based data collection and management tool, illustrated the principle in practice. The tool centralizes dispersed data streams, secures collected data in a common platform, and enables data analysis and visualization. InForm illustrates the participatory principle because any deployment requires connecting disparate sources held by various parties. It calls on agencies to work together to ingest and centralize many data sources instead of having them engage only with their own data systems and data collection processes.\u003C/li>\n\u003Cli id=\"9f4a\" class=\"graf graf--li graf-after--li\">\u003Cstrong class=\"markup--strong markup--li-strong\">A professionally accountable\u003C/strong> initiative would operationalize responsible data practices and principles by establishing institutional processes, roles, and responsibilities. For example, \u003Ca class=\"markup--anchor markup--li-anchor\" href=\"https://files.rd4c.org/RD4C_Afghanistan_Nutrition_Online_Database.pdf\" target=\"_blank\" rel=\"noopener\" data-href=\"https://files.rd4c.org/RD4C_Afghanistan_Nutrition_Online_Database.pdf\">Afghanistan’s Nutrition Online Database\u003C/a> was a web-based information system providing access to aggregated nutrition data to inform planning and service delivery at the national, provincial, and zonal level. Afghanistan and partners provided training to data users to more effectively monitor conditions. Administrators also received manuals with guidance on how to avoid unauthorized access.\u003C/li>\n\u003Cli id=\"fe1e\" class=\"graf graf--li graf-after--li\">\u003Cstrong class=\"markup--strong markup--li-strong\">A people-centric\u003C/strong> approach is also one that incorporates responsibility by ensuring the needs and expectations of children, their caregivers, and their communities are prioritized by actors handling data for and about them. To demonstrate it in practice, the team used the example of the \u003Ca class=\"markup--anchor markup--li-anchor\" href=\"https://files.rd4c.org/RD4C_Romania_Aurora_Project.pdf\" target=\"_blank\" rel=\"noopener\" data-href=\"https://files.rd4c.org/RD4C_Romania_Aurora_Project.pdf\">Aurora Project\u003C/a>, a child-protection platform developed by UNICEF Romania with partners. The program was people-centric because its components were crafted in recognition of the influence and importance of not just a child’s experience and needs but also that of their caregivers.\u003C/li>\n\u003Cli id=\"ca6f\" class=\"graf graf--li graf-after--li\">\u003Cstrong class=\"markup--strong markup--li-strong\">Prevention of harms across data lifecycles: \u003C/strong>Establishing end-to-end data responsibility by assessing risks during the collecting, storing, preparing, sharing, analyzing, and using stages of the data life cycle. UNICEF’s MICS, a series of surveys launched to monitor the status of children around the world, served as a use case for this principle. The MICS team emphasized that ensuring the security of the data was paramount. During survey collecting, they discussed how data collected in the field undergoes rigid checks for quality during the interview process — checking and cross-checking data across the interview.\u003C/li>\n\u003Cli id=\"3ff9\" class=\"graf graf--li graf-after--li\">\u003Cstrong class=\"markup--strong markup--li-strong\">Proportional: \u003C/strong>Aligning the breadth of data collection and duration of data retention with the intended purpose. This was illustrated through the \u003Ca class=\"markup--anchor markup--li-anchor\" href=\"https://files.rd4c.org/RD4C_Childline_Kenya.pdf\" target=\"_blank\" rel=\"noopener\" data-href=\"https://files.rd4c.org/RD4C_Childline_Kenya.pdf\">Childline Kenya case study\u003C/a>, a helpline offering services for children subjected to violence or neglect. The Childline case study was considered because the start of each call, the counselor informs the caller that while the discussion will be recorded, all information provided will remain confidential, accessible only by case management personnel, unless it needs to be shared with service providers for a specific, authorized referral.\u003C/li>\n\u003Cli id=\"abde\" class=\"graf graf--li graf-after--li\">\u003Cstrong class=\"markup--strong markup--li-strong\">Being protective of children’s rights\u003C/strong> in programming entails\u003Cstrong class=\"markup--strong markup--li-strong\"> \u003C/strong>recognizing the distinct rights and requirements for helping children develop to their full potential. \u003Ca class=\"markup--anchor markup--li-anchor\" href=\"https://files.rd4c.org/RD4C_Childline_Kenya.pdf\" target=\"_blank\" rel=\"noopener\" data-href=\"https://files.rd4c.org/RD4C_Childline_Kenya.pdf\">Childline Kenya \u003C/a>was again used as a use-case to illustrate this principle. The Childline Kenya program installed specific requirements such as letting only approved staff members have the necessary digital credentials for accessing, changing, or printing certain case records and creating an audit trail when a user edits, deletes, or prints a client record — but not when a user only accesses the record.\u003C/li>\n\u003Cli id=\"9746\" class=\"graf graf--li graf-after--li\">Leading a \u003Cstrong class=\"markup--strong markup--li-strong\">purpose-driven\u003C/strong> initiative entails identifying and specifying why the data is needed and how the intended or potential benefits relate to improving children’s lives. \u003Ca class=\"markup--anchor markup--li-anchor\" href=\"https://odpl.thegovlab.com/ccm-directus/assets/o6245olwrwg4488k\" target=\"_blank\" rel=\"noopener\" data-href=\"https://odpl.thegovlab.com/ccm-directus/assets/o6245olwrwg4488k\">InForm\u003C/a> provides a good example for it because the program was developed with a “user-centric design approach” to ensure that the tool would be useful for compiling and visualizing data. This fact is evident not only from the platform’s origins, which sought to respond to a clear, pressing need to compile data, but to the way UNICEF sought to respond to that need.\u003C/li>\n\u003C/ul>\n\u003Cp id=\"32f2\" class=\"graf graf--p graf-after--li\">The session then included reflections from the field with Mac Glovinsky at the \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.learningpassport.org/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.learningpassport.org/\">Learning Passport\u003C/a>. Mac discussed his experiences with Responsible Data for Children and how it had helped advance his work. He spoke to how the RD4C principles could be realized in the field, honing in on some of the success and challenges encountered.\u003C/p>\n\u003Cp id=\"5210\" class=\"graf graf--p graf-after--p\">The second part of the session was not recorded, to give UNICEF staff the opportunity to add to the conversation by exchanging on their respective experiences with RD4C in the field. During breakout sessions, participants shared present and past work with each other, discussed the challenges they faced, and posed questions to the RD4C team. Andrew has coordinated and managed various initiatives, including the #Data4COVID19 Africa Challenge—a collaboration between l'Agence française de développement (AFD), Expertise France, and The GovLab to accelerate responsible data innovation to tackle COVID-19 pandemic and its effects across Africa—and the Responsible Data for Children initiative—a collaboration with UNICEF to promote the more effective and responsible use of data for and about children in settings afflicted with challenges such as forced migration, climate change, and disaster response. \u003C/p>\n\u003Cp>\u003Cstrong id=\"docs-internal-guid-ccdeb17b-7fff-01a5-cb71-4ee622a7f2b9\">\u003Cbr>\u003C/strong>In addition, Andrew conducts significant research on data collaboration and data stewardship, especially as they relate to ongoing, dynamic crises. He developed publications including \u003Cem>The #Data4COVID19 Review, The Use of Mobility Data for Responding to the COVID-19 Pandemic, and What Is Mobility Data? He led strategy and design work on digital transformation and public policy and public sector reform projects in government, education, health, human services and urbanisation in India, China, South-East Asia, Australia and New Zealand.\u003C/p>\n\u003Cp>Prior to his role in Cisco, Martin held various policy and management roles in the federal public sector, including Chief of Staff to a Minister in the Federal Government, a federal public servant (Communications, Sport, Recreation and Tourism) and as a research and strategy lead in the Office of Strategic Planning in the NSW Cabinet Office. For the past three years, and again in 2026, he has been a Learning Guide and facilities for the NSW Leadership Academy (Band 1 and Band 2 senior executives).\u003C/p>\n\u003Cp>He chaired the former NSW Digital Government Advisory Panel and the Expert Advisory Group for the Welfare Payments Infrastructure Transformation program (WPIT) for the former federal Department of Human Services (now Services Australia).\u003C/p>\n\u003Cp>He was a member of the Government 2.0 Task Force established by Federal Minister for Finance, Lindsay Tanner, in 2009.
