Yet, questions remain about whether these tools can support existing open data and Data for Good programs. How can generative AI help people better interface with open data? How can open data inform generative AI? How can we address the many risks and challenges facing these systems?\u003C/p>\u003Cp name=\"8c14\" id=\"8c14\" class=\"graf graf--p graf-after--p\">On May 17, 2023, the \u003Ca href=\"https://opendatapolicylab.org/\" data-href=\"https://opendatapolicylab.org/\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Open Data Policy Lab\u003C/a> (a collaboration between \u003Ca href=\"https://thegovlab.org/\" data-href=\"https://thegovlab.org/\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">The GovLab\u003C/a> and Microsoft) hosted a first-ever discussion on the intersections between generative AI and open data and the ways in which generative AI could alter our existing conception of a \u003Ca href=\"https://opendatapolicylab.org/third-wave-of-open-data/\" data-href=\"https://opendatapolicylab.org/third-wave-of-open-data/\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">third wave of open data\u003C/a>. Below we provide a few of the insights that stood out most.\u003C/p>\u003Cul class=\"postList\">\u003Cli name=\"b319\" id=\"b319\" class=\"graf graf--li graf-after--p\">Oliver Wise spoke to the opportunities and risks of using generative AI within the public sector. Wise explained that Generative AI provides a simple and intuitive interface that can help make open data more accessible and democratize insights. However, using generative AI on incomplete/low quality datasets could produce misinformation–which could impact trust in institutions. In order to promote a fourth wave of open data amongst institutions, Wise expressed the need for ​​machine-interpretable data with metadata and models that would enable AI tools.\u003C/li>\u003Cli name=\"546d\" id=\"546d\" class=\"graf graf--li graf-after--li\">Holly Krambeck discussed how generative AI tools can be used to bridge the skill gap between coders and non-coders. Krambeck explained that it can help lower collaboration barriers and increase opportunities for new stakeholders to get involved in data related processes. Additionally, Krambeck provided examples of when generative AI can be used to generate generic code (to be reviewed in the context of its use) and Large Language Models can help make code more searchable.\u003C/li>\u003Cli name=\"ebc9\" id=\"ebc9\" class=\"graf graf--li graf-after--li\">Hubert Beroche focused on how generative AI tools could be implemented within cities. Beroche explained that AI technologies are governed locally and their use is highly contextualized. Megacities (e.g. NYC) might develop their own Generative AI systems while smaller cities might collaborate/form coalitions that share such systems or simply import those developed by other cities. Additionally, Beroche discussed the need for a social contract when implementing data-driven technologies at the local level.\u003C/li>\u003Cli name=\"7a3e\" id=\"7a3e\" class=\"graf graf--li graf-after--li\">Sonia Cooper discussed Microsoft’s ‘co-pilot’ description of Generative AI as tools which will sit alongside us to make it easier to discover, process and analyze data. In this case human actors will have oversight and control over the use of the tools, allowing us to understand the provenance and to assess the outcomes. Cooper explained that using this approach Microsoft has implemented Generative AI across several functions including:\u003C/li>\u003C/ul>\u003Cblockquote name=\"0e03\" id=\"0e03\" class=\"graf graf--blockquote graf-after--li\">Bing Chat: Sourcing datasets, asking questions about/analyzing datasets, and identifying data provenance;\u003C/blockquote>\u003Cblockquote name=\"1e76\" id=\"1e76\" class=\"graf graf--blockquote graf-after--blockquote\">Excel: Automating the structure and enriching the data;\u003C/blockquote>\u003Cblockquote name=\"963c\" id=\"963c\" class=\"graf graf--blockquote graf-after--blockquote\">Power BI: Discovering trends in datasets and generating visualizations.\u003C/blockquote>\u003Cp name=\"5e65\" id=\"5e65\" class=\"graf graf--p graf-after--blockquote\">\u003Cstrong class=\"markup--strong markup--p-strong\">Key Takeaways\u003C/strong>\u003C/p>\u003Cp name=\"3c5f\" id=\"3c5f\" class=\"graf graf--p graf-after--p\">Generative AI has broad applications, including but not limited to:\u003C/p>\u003Col class=\"postList\">\u003Cli name=\"11af\" id=\"11af\" class=\"graf graf--li graf-after--p\">\u003Cstrong class=\"markup--strong markup--li-strong\">Interface with Open Data Through AI Bots:\u003C/strong> Generative AI can facilitate the development of bots as an interface for user interaction with open data. These bots leverage natural language processing (NLP) and machine learning algorithms to provide answers to users’ queries, thereby increasing data accessibility and usability. This minimizes the need for specialized skills or knowledge to access and interpret open data.\u003C/li>\u003Cli name=\"10a6\" id=\"10a6\" class=\"graf graf--li graf-after--li\">\u003Cstrong class=\"markup--strong markup--li-strong\">Generation of Generic Code\u003C/strong>: Generative AI can create generic code, which needs to be reviewed contextually. Further, Large Language Models can assist in enhancing the searchability of the code.\u003C/li>\u003Cli name=\"07bd\" id=\"07bd\" class=\"graf graf--li graf-after--li\">\u003Cstrong class=\"markup--strong markup--li-strong\">Automating Code Books\u003C/strong>: Generative AI can expedite the creation of code books or metadata documents describing datasets. This automation facilitates users to comprehend the data better, significantly reducing the time and effort needed to exploit open data.\u003C/li>\u003Cli name=\"896a\" id=\"896a\" class=\"graf graf--li graf-after--li\">\u003Cstrong class=\"markup--strong markup--li-strong\">Generation of Synthetic Data\u003C/strong>: Generative AI models, notably Generative Adversarial Networks (GANs), can produce synthetic data emulating real-world data. This capability can be extremely beneficial where data privacy is essential or the available data is insufficient.\u003C/li>\u003Cli name=\"d808\" id=\"d808\" class=\"graf graf--li graf-after--li\">\u003Cstrong class=\"markup--strong markup--li-strong\">Improving Data Processing:\u003C/strong> Generative AI can potentially tag data for analysis, create metadata, review or clean existing data, thus helping improve data processing.\u003C/li>\u003C/ol>\u003Cp name=\"5255\" id=\"5255\" class=\"graf graf--p graf-after--li\">While generative AI has the potential to be transformative, certain considerations and challenges demand attention:\u003C/p>\u003Col class=\"postList\">\u003Cli name=\"0ad5\" id=\"0ad5\" class=\"graf graf--li graf-after--p\">\u003Cstrong class=\"markup--strong markup--li-strong\">Improving Data Availability\u003C/strong>: Open data must be structured and indexed in a way that it’s easily crawlable by AI algorithms for generative AI to operate optimally. Enhancements in data infrastructure and implementation of standards for data formatting and metadata are essential.\u003C/li>\u003Cli name=\"0a07\" id=\"0a07\" class=\"graf graf--li graf-after--li\">\u003Cstrong class=\"markup--strong markup--li-strong\">Importance of High-Quality Data:\u003C/strong> Generative AI heavily relies on the quality of data. Errors, missing values, or bias in data can considerably impact the performance and reliability of generative AI. Therefore, maintaining data quality and integrity is imperative.\u003C/li>\u003Cli name=\"08df\" id=\"08df\" class=\"graf graf--li graf-after--li\">\u003Cstrong class=\"markup--strong markup--li-strong\">The Role of Questions to Steer Prompt Engineering:\u003C/strong> Designing and optimizing the prompts given to an AI model, known as prompt engineering, significantly influences the AI’s output. It is important to identify the questions that matter as to steer the prompts that guide the AI effectively.\u003C/li>\u003Cli name=\"8460\" id=\"8460\" class=\"graf graf--li graf-after--li\">\u003Cstrong class=\"markup--strong markup--li-strong\">Documentation\u003C/strong>: Comprehensive documentation is critical for the trustworthiness and usability of leveraging generative AI for open data. Although automated tools can assist, they often struggle to provide the human touch of context.\u003C/li>\u003Cli name=\"d3f9\" id=\"d3f9\" class=\"graf graf--li graf-after--li\">\u003Cstrong class=\"markup--strong markup--li-strong\">Data Provenance\u003C/strong>: Understanding the origin and quality of the data and how an AI model made a decision or prediction is crucial for user trust. Advancements in the field of explainable AI (XAI), which aims to make AI decision-making processes more transparent, are necessary to address this issue.\u003C/li>\u003C/ol>\u003Cp name=\"785b\" id=\"785b\" class=\"graf graf--p graf-after--li\">\u003Cstrong class=\"markup--strong markup--p-strong\">Moving Forward\u003C/strong>\u003C/p>\u003Cp name=\"fa48\" id=\"fa48\" class=\"graf graf--p graf-after--p\">To conclude, the panelists provided a set of key actions to be prioritized in order to accelerate generative AI for open data. Purpose Pty Ltd, working at the intersection of public policy, strategy, leadership and technology. He has led the development of new programs exploring the public leadership implications of digital, data and AI, including the role of ethics and ethical frameworks for public leaders. He co-directs ANZSOG’s Deputies Leadership Program with Kathryn Anderson, that integrates a significant focus on the evolution of leadership responses to the opportunities and risks of digital, data and AI capabilities and platforms.\u003C/p>\n\u003Cp>From 2001 to 2013, Martin led the Asia-Pacific public sector consulting and innovation team in Cisco’s Internet Business Solutions Group (IBSG). He led strategy and design work on digital transformation and public policy and public sector reform projects in government, education, health, human services and urbanisation in India, China, South-East Asia, Australia and New Zealand.\u003C/p>\n\u003Cp>Prior to his role in Cisco, Martin held various policy and management roles in the federal public sector, including Chief of Staff to a Minister in the Federal Government, a federal public servant (Communications, Sport, Recreation and Tourism) and as a research and strategy lead in the Office of Strategic Planning in the NSW Cabinet Office. For the past three years, and again in 2026, he has been a Learning Guide and facilities for the NSW Leadership Academy (Band 1 and Band 2 senior executives).\u003C/p>\n\u003Cp>He chaired the former NSW Digital Government Advisory Panel and the Expert Advisory Group for the Welfare Payments Infrastructure Transformation program (WPIT) for the former federal Department of Human Services (now Services Australia).\u003C/p>\n\u003Cp>He was a member of the Government 2.0 Task Force established by Federal Minister for Finance, Lindsay Tanner, in 2009. In 2017, Martin was one of 3 members of a review for the NSW Government, chaired by former NSW Premier Nick Greiner AC, of regulatory policy and strategy across the State.\u003C/p>\n\u003Cp>He was an inaugural member of the NSW AI Advisory Group which crafted the early versions of what has now become the NSW AI Assurance Framework which is also being adapted as a national AI assurance framework.\u003C/p>\n\u003Cp>Martin writes and speaks extensively on government, service design, digital transformation, the impact of AI in government and on public leadership for the digital age as well as on different dimensions of policy reform. Together with former Finance Minister Lindsay Tanner, he wrote Changing Shape: Institutions for a Digital Age (Longueville Press, February 2014).\u003C/p>\n\u003Cp>He is also co-author with Simon Cooper of (Are We There Yet?
