At the World Bank for example, says Pascal Saura, Senior Knowledge Management Officer at The World Bank, a study conducted 3 years ago by the Finance and Partnership Development unit established that it takes 3 phone calls to get to the right person in the bank. Using the \u003Ca href=\"https://www.forbes.com/sites/bethsimonenoveck/2015/10/01/hacking-skillfinder-using-the-world-banks-talent-network-to-reduce-poverty/#2c3c170d22a7\" data-href=\"https://www.forbes.com/sites/bethsimonenoveck/2015/10/01/hacking-skillfinder-using-the-world-banks-talent-network-to-reduce-poverty/#2c3c170d22a7\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">SkillFinder\u003C/a> platform brought that down to 1 phone call. Of the nearly 500 cases the platform handles, Mr Saura explained, 55% had to do with finding the right person to debug an issue. The EPA’s Skills Marketplace allows participants to work on projects in a different part of the agency for up to 20% of their time. The Skills Marketplace model, which connected managers looking to staff projects with employees looking to work on part-time projects, has been so successful, it now operates under a larger, agency-wide initiative, EPA Talent Hub, for career-development opportunities and is no longer limited to part-time projects.\u003C/p>\u003Cp name=\"4fc6\" id=\"4fc6\" class=\"graf graf--p graf-after--p\">\u003Cstrong class=\"markup--strong markup--p-strong\">2. The success of the platform is not dependent solely on the tech\u003C/strong>\u003C/p>\u003Cp name=\"0a8c\" id=\"0a8c\" class=\"graf graf--p graf-after--p\">Noha Gaber, former program manager of the EPA’s Skills Marketplace (and presently Chief of Staff at NOAA), pointed out that while a user-friendly tool is critical, it is equally important for managers to feel comfortable with these new ways of working and to have a robust strategy to facilitate the transition from traditional methods of working. The EPA Skills Marketplace changes how the agency works by breaking silos and enabling employees to find projects to work on from outside their own departments and by enabling managers to staff new projects with employees from other departments who have the relevant skills.\u003C/p>\u003Cp name=\"335d\" id=\"335d\" class=\"graf graf--p graf-after--p\">A bottom-up approach is also important to ensure the success of the platform. For GovConnect, the government-wide initiative that built on the EPA Skills Marketplace, says Ms Gaber, “Instead of setting up LinkedIn for government, we encouraged each agency to set up a system for themselves to achieve local buy-in and familiarity and then we would work to scale it up across government”.\u003C/p>\u003Cp name=\"a80c\" id=\"a80c\" class=\"graf graf--p graf-after--p\">\u003Cstrong class=\"markup--strong markup--p-strong\">3. The challenge of populating employee profiles\u003C/strong>\u003C/p>\u003Cp name=\"5c31\" id=\"5c31\" class=\"graf graf--p graf-after--p\">Completed profiles including information about experience, skills and projects are crucial to connect the right people using these tools. But one of the hurdles some platforms have faced is to convince employees and managers to complete their profiles. The Skills Marketplace at the EPA, for example, requires employees to complete their profile prior to applying for a project that interests them on the platform. EPA designers complemented this requirement with training videos, demonstrations, webinars on how to update profiles to encourage employees to do it themselves.\u003C/p>\u003Cp name=\"163d\" id=\"163d\" class=\"graf graf--p graf-after--p\">Similarly in Canada, the Talent Cloud, a platform created by the Treasury Board of Canada Secretariat to enable project based staffing by creating a “repository of talent”, requires that users fill in their profiles once when they apply for a job and the system connects them with the right job. Alternatively, including profile completion as part of the on-boarding process is another method that can be used to explain the value of the platform and get employees to fill in their profile or notifying employees when someone looks at their information creates an incentive for them to maintain an updated profile.\u003C/p>\u003Cp name=\"0bf7\" id=\"0bf7\" class=\"graf graf--p graf-after--p\">Others, have focussed on automating this process by using existing HR, grants and publications databases to populate an employee’s profile. But as James King, NIH Library Branch Chief pointed out, it is important to identify the markers of expertise first. The data sources that can be used to identify the skills of a researcher will be different from those to identify the skills of a program officer or those of a manager. Another concern with auto-population is disambiguation- how do does one differentiate two people with the same names? One possible solution is to design with easy-to-use protocols for employees to mark that the system has identified them erroneously.\u003C/p>\u003Cp name=\"ddba\" id=\"ddba\" class=\"graf graf--p graf-after--p\">The Smarter State Case Studies explore the design and key features of 14 platforms from around the world; how they are being implemented; the challenges encountered by both creators and users and the anticipated impact of these new ways of working. Purpose Pty Ltd, working at the intersection of public policy, strategy, leadership and technology. He has led the development of new programs exploring the public leadership implications of digital, data and AI, including the role of ethics and ethical frameworks for public leaders. He co-directs ANZSOG’s Deputies Leadership Program with Kathryn Anderson, that integrates a significant focus on the evolution of leadership responses to the opportunities and risks of digital, data and AI capabilities and platforms.\u003C/p>\n\u003Cp>From 2001 to 2013, Martin led the Asia-Pacific public sector consulting and innovation team in Cisco’s Internet Business Solutions Group (IBSG). He led strategy and design work on digital transformation and public policy and public sector reform projects in government, education, health, human services and urbanisation in India, China, South-East Asia, Australia and New Zealand.\u003C/p>\n\u003Cp>Prior to his role in Cisco, Martin held various policy and management roles in the federal public sector, including Chief of Staff to a Minister in the Federal Government, a federal public servant (Communications, Sport, Recreation and Tourism) and as a research and strategy lead in the Office of Strategic Planning in the NSW Cabinet Office. For the past three years, and again in 2026, he has been a Learning Guide and facilities for the NSW Leadership Academy (Band 1 and Band 2 senior executives).\u003C/p>\n\u003Cp>He chaired the former NSW Digital Government Advisory Panel and the Expert Advisory Group for the Welfare Payments Infrastructure Transformation program (WPIT) for the former federal Department of Human Services (now Services Australia).\u003C/p>\n\u003Cp>He was a member of the Government 2.0 Task Force established by Federal Minister for Finance, Lindsay Tanner, in 2009. In 2017, Martin was one of 3 members of a review for the NSW Government, chaired by former NSW Premier Nick Greiner AC, of regulatory policy and strategy across the State.\u003C/p>\n\u003Cp>He was an inaugural member of the NSW AI Advisory Group which crafted the early versions of what has now become the NSW AI Assurance Framework which is also being adapted as a national AI assurance framework.\u003C/p>\n\u003Cp>Martin writes and speaks extensively on government, service design, digital transformation, the impact of AI in government and on public leadership for the digital age as well as on different dimensions of policy reform.
