Behind the datasets, platforms, and analysts is a complex series of processes that inform what kinds of insight data can produce and what kinds of ends it can achieve. These individual processes can be hard to understand when viewed together but, by separating the stages out, we can not only track how data leads to decisions but promote better and more impactful data management.\u003C/p>\u003Cp name=\"b746\" id=\"b746\" class=\"graf graf--p graf-after--p\">Earlier this year, The Open Data Policy Lab published the \u003Ca href=\"http://files.thegovlab.org/The-Third-Wave-of-Open-Data-Toolkit.pdf\" data-href=\"http://files.thegovlab.org/The-Third-Wave-of-Open-Data-Toolkit.pdf\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Third Wave of Open Data Toolkit\u003C/a> to explore the elements of data re-use. At the center of this toolkit was an abstraction that we call the Open Data Framework. Divided into individual, onion-like layers, the framework shows all the processes that go into capitalizing on data in the third wave, starting with the creation of a dataset through data collaboration, creating insights, and using those insights to produce value.\u003C/p>\u003Cp name=\"4c13\" id=\"4c13\" class=\"graf graf--p graf-after--p\">This blog tries to re-iterate what’s included in each layer of this data “onion model” and demonstrate how organizations can create societal value by making their data available for re-use by other parties.\u003C/p>\u003Cp name=\"61b6\" id=\"61b6\" class=\"graf graf--p graf-after--p\">\u003Cstrong class=\"markup--strong markup--p-strong\">The Data Lifecycle\u003C/strong>\u003C/p>\u003Cfigure name=\"e880\" id=\"e880\" class=\"graf graf--figure graf-after--p\">\u003Cimg class=\"graf-image\" data-image-id=\"0*xCCm6ppdZlX5PH28\" data-width=\"792\" data-height=\"373\" src=\"https://cdn-images-1.medium.com/max/800/0*xCCm6ppdZlX5PH28\">\u003C/figure>\u003Cp name=\"bbce\" id=\"bbce\" class=\"graf graf--p graf-after--figure\">Data — which can be generated from things like smartphones, scientific studies, and financial transactions — is an instrumental part of our modern world. The growing capacity to generate it has created new opportunities to study complex problems while, at the same time, created new risks related to privacy and surveillance.\u003C/p>\u003Cp name=\"6ad3\" id=\"6ad3\" class=\"graf graf--p graf-after--p\">Though it can be used responsibly or poorly, data is not a simple asset. It is the result of a process known as the data lifecycle that includes:\u003C/p>\u003Cul class=\"postList\">\u003Cli name=\"e784\" id=\"e784\" class=\"graf graf--li graf-after--p\">\u003Cstrong class=\"markup--strong markup--li-strong\">Collection:\u003C/strong> Gathering data from surveys, censuses, voting or health records, business operations, web-based collections, and other relevant, accessible sources.\u003C/li>\u003Cli name=\"b5f5\" id=\"b5f5\" class=\"graf graf--li graf-after--li\">\u003Cstrong class=\"markup--strong markup--li-strong\">Processing\u003C/strong>: Removing irrelevant or inaccurate information, reformatting contents to be interpretable by an analytic software, and otherwise validating the data collection.\u003C/li>\u003Cli name=\"3da1\" id=\"3da1\" class=\"graf graf--li graf-after--li\">\u003Cstrong class=\"markup--strong markup--li-strong\">Sharing\u003C/strong>: Accessing the data with relevant collaborators with the intent of deriving insights from it.\u003C/li>\u003Cli name=\"c148\" id=\"c148\" class=\"graf graf--li graf-after--li\">\u003Cstrong class=\"markup--strong markup--li-strong\">Analyzing\u003C/strong>: Assessing the data collection with a goal of extracting insights about the issue they are studying.\u003C/li>\u003Cli name=\"18ae\" id=\"18ae\" class=\"graf graf--li graf-after--li\">\u003Cstrong class=\"markup--strong markup--li-strong\">Using\u003C/strong>: Acting on the insights derived. Though we live in a data of era abundance, all too often data generated resides in silos controlled and monetized by companies. New models for collaborating and accessing public and private-sector data, such as open data platforms or data collaboratives, can break these silos.\u003C/p>\u003Cp name=\"ab1e\" id=\"ab1e\" class=\"graf graf--p graf-after--p\">As we’ve \u003Ca href=\"https://datacollaboratives.org/existing-practices.html\" data-href=\"https://datacollaboratives.org/existing-practices.html\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">discussed\u003C/a> elsewhere, data collaboratives are a new form of collaboration, beyond the public-private partnership model, in which participants from different sectors exchange their data and data expertise to create public value. However, broader changes to the data ecosystem are needed to make data more broadly accessible and enable future work.\u003C/p>\u003Cp name=\"9047\" id=\"9047\" class=\"graf graf--p graf-after--p\">These changes can be supported by organizations taking deliberate steps to be more open. For the past three years, and again in 2026, he has been a Learning Guide and facilities for the NSW Leadership Academy (Band 1 and Band 2 senior executives).\u003C/p>\n\u003Cp>He chaired the former NSW Digital Government Advisory Panel and the Expert Advisory Group for the Welfare Payments Infrastructure Transformation program (WPIT) for the former federal Department of Human Services (now Services Australia).\u003C/p>\n\u003Cp>He was a member of the Government 2.0 Task Force established by Federal Minister for Finance, Lindsay Tanner, in 2009.
