Taking stock of \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.gartner.com/en/articles/12-data-and-analytics-trends-to-keep-on-your-radar\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.gartner.com/en/articles/12-data-and-analytics-trends-to-keep-on-your-radar\">recent data\u003C/a> and \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://futuretodayinstitute.com/trends/?_ga=2.22020210.85063904.1673961935-1605500819.1673961935\" target=\"_blank\" rel=\"noopener\" data-href=\"https://futuretodayinstitute.com/trends/?_ga=2.22020210.85063904.1673961935-1605500819.1673961935\">technology \u003C/a>trends, we offer some \u003Cem class=\"markup--em markup--p-em\">conjectures\u003C/em> as to how these ideas may play out over the next year. Indeed, predictions can be dangerous, which is why we position the below as conjectures — propositions that remain tentative till more evidence emerges — that can help advance the agenda and direction of responsible use of data for the public good focus areas.\u003C/p>\n\u003Cp id=\"346b\" class=\"graf graf--p graf-after--p\">Below, we provide a summary of the five conjectures that The GovLab will track and revisit throughout 2023.\u003C/p>\n\u003Cp id=\"4561\" class=\"graf graf--p graf-after--p\">\u003Cstrong class=\"markup--strong markup--p-strong\">Conjecture 1. In 2023 … non-traditional data may be used with increasing frequency to solve public problems.\u003C/strong>\u003C/p>\n\u003Cp id=\"7000\" class=\"graf graf--p graf-after--p\">\u003Cem class=\"markup--em markup--p-em\">Complex crises, from COVID-19 to climate change, demonstrate a need for information about a variety of developments quickly and at scale. Traditional sources are not enough: growing awareness and (re)use of non-traditional data sources (NTD) to fill the gaps in traditional data cast a spotlight on the value of using and combining new data sources for problem-solving. \u003C/em>\u003Cstrong class=\"markup--strong markup--p-strong\">\u003Cem class=\"markup--em markup--p-em\">Over the next year, NTD sources could increasingly be called upon by decision-making to address large-scale public problems.\u003C/em>\u003C/strong>\u003C/p>\n\u003Cp id=\"ede3\" class=\"graf graf--p graf-after--p\">NTD refers to \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.gdi.manchester.ac.uk/research/publications/di/dd-wp92/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.gdi.manchester.ac.uk/research/publications/di/dd-wp92/\">data\u003C/a> that is “digitally captured (for example, mobile phone records and financial data), mediated (for example, social media and online data), or observed (for example, satellite imagery),” using new instrumentation mechanisms and is often privately held. Our \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://static1.squarespace.com/static/6228efe9bbdd294f0d98edfe/t/6361b53bd7cff8433cae6780/1667347780763/Data4COVID19+Review_Full+Report_31.10.22.pdf\" target=\"_blank\" rel=\"noopener\" data-href=\"https://static1.squarespace.com/static/6228efe9bbdd294f0d98edfe/t/6361b53bd7cff8433cae6780/1667347780763/Data4COVID19+Review_Full+Report_31.10.22.pdf\">recent report\u003C/a> discussed how COVID-19 was a “watershed moment” in terms of generating access to non-traditional health, mobility, economic, and sentiment data. As detailed in the report, decision-makers around the world increasingly recognize the potential of NTD sources when combined with traditional data responsibly. Similarly, developments in the war in Ukraine presented a \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.chathamhouse.org/2022/12/open-source-intelligence-ukraine-asset-or-liability\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.chathamhouse.org/2022/12/open-source-intelligence-ukraine-asset-or-liability\">pivotal moment \u003C/a>regarding the use of NTD sources. For instance, satellite images, social media narrative trends, and real-time location mapping \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://medium.com/data-policy/data-for-peace-and-humanitarian-response-the-case-of-the-ukraine-russia-war-a811f690bcc0\" target=\"_blank\" rel=\"noopener\" data-href=\"https://medium.com/data-policy/data-for-peace-and-humanitarian-response-the-case-of-the-ukraine-russia-war-a811f690bcc0\">have supported\u003C/a> humanitarian action and peacebuilding.\u003C/p>\n\u003Cp id=\"e36a\" class=\"graf graf--p graf-after--p\">These are just two examples of the increasing interest in NTD to solve public problems. We predict that this trend could continue to expand as technological advances continue to make non-traditional data more widely available to decision-makers. Already, the financial sector is increasingly incorporating \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.maddyness.com/uk/2022/12/27/early-metrics-tech-trend-predictions-for-2023/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.maddyness.com/uk/2022/12/27/early-metrics-tech-trend-predictions-for-2023/\">non-traditional data to inform decisions such as assessing lending risks\u003C/a>, for example. Recently, the fintech business Nova Credit and HSBC partnered together to exploit cross-border data to allow immigrants access to credit by predicting creditworthiness via \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.americanbanker.com/news/hsbc-deploys-tech-that-helps-it-bank-immigrants\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.americanbanker.com/news/hsbc-deploys-tech-that-helps-it-bank-immigrants\">digital footprint and psychometric data\u003C/a>. This trend is compounded by increased legislation aiming to open up the re-use of private sector data, \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://ec.europa.eu/eurostat/documents/7870049/14803739/KS-FT-22-004-EN-N.pdf/052b4357-bf8e-9ce4-c063-7e806c045dac?t=1656335798606\" target=\"_blank\" rel=\"noopener\" data-href=\"https://ec.europa.eu/eurostat/documents/7870049/14803739/KS-FT-22-004-EN-N.pdf/052b4357-bf8e-9ce4-c063-7e806c045dac?t=1656335798606\">particularly in Europe\u003C/a>. The increased attention to NTD sources signals a need to prioritize the alignment of the supply and demand of NTD and develop a systematized approach to how it can be integrated within decision-making cycles.\u003C/p>\n\u003Cp id=\"47b8\" class=\"graf graf--p graf-after--p\">\u003Cstrong class=\"markup--strong markup--p-strong\">Conjecture 2. In 2023… corporations, governments, and the public may prioritize the use of data to combat the climate crisis.\u003C/strong>\u003C/p>\n\u003Cp id=\"d10e\" class=\"graf graf--p graf-after--p\">\u003Cem class=\"markup--em markup--p-em\">Over the next year, CleanTech and GreenTech — technologies to mitigate or reduce the effects of human activity in the environment — could boom. \u003C/em>\u003Cstrong class=\"markup--strong markup--p-strong\">\u003Cem class=\"markup--em markup--p-em\">More specifically, we predict that data will become an essential element in combatting climate change by providing stakeholders with the tools to better understand the issue at hand, and remedy it.\u003C/em>\u003C/strong>\u003C/p>\n\u003Cp id=\"c0c4\" class=\"graf graf--p graf-after--p\">Public pressure on companies to practice social responsibility by investing in and using sustainable technologies has mounted, leading to calls to apply data to the climate crisis and invest in techniques to reduce data’s environmental footprint. The World Bank found that information and communication technology (ICT) use, while contributing to electricity and greenhouse gas emissions, has \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://wdr2021.worldbank.org/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://wdr2021.worldbank.org/\">“remained flat”\u003C/a> over the past decade thanks to the use of renewable energy sources. Furthermore, ICT use helps cut down other resource consumption, resulting in a net positive environmental impact.\u003C/p>\n\u003Cp id=\"f802\" class=\"graf graf--p graf-after--p\">Within operating processes, data and digitalization are \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.weforum.org/agenda/2023/01/davos23-data-is-helping-to-drive-the-energy-transition/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.weforum.org/agenda/2023/01/davos23-data-is-helping-to-drive-the-energy-transition/\">assisting the shift\u003C/a> toward clean energy in three main ways. First, high-quality data can \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://tnfd.global/consultation-and-engagement/data-catalyst/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://tnfd.global/consultation-and-engagement/data-catalyst/\">enhance procedures \u003C/a>for monitoring and tracking emissions and contribute to the improvement of existing processes. Second, it accelerates the development of new tools and less carbon-intensive techniques through design and operation procedures. Third, it enables new business models with financial incentives to hasten the transition via better management of the diversified energy mix that is forming as the world moves away from fossil fuels and more effective collaboration. Thus, we foresee a growth of research into environmental assessments and monitoring of data initiatives.\u003C/p>\n\u003Cp id=\"8bf1\" class=\"graf graf--p graf-after--p\">Instances of \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.bcg.com/publications/2021/measuring-emissions-accurately\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.bcg.com/publications/2021/measuring-emissions-accurately\">data and AI used to accurately measure and reduce emissions\u003C/a> are already in the works. For instance, to better understand its carbon footprint and mitigate it, \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.fastcompany.com/90828708/the-secret-weapon-in-fighting-climate-change-data\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.fastcompany.com/90828708/the-secret-weapon-in-fighting-climate-change-data\">Microsoft \u003C/a>deployed the most up-to-date technology for data collection in order to reduce any unfavorable environmental effects throughout the whole Microsoft ecosystem, including its partners and suppliers.\u003C/p>\n\u003Cp id=\"b56b\" class=\"graf graf--p graf-after--p\">In 2023, enterprises and governments may continue to face increased pressures to limit their carbon emissions, refine their environmental responsibility practices, and assess the ways by which they understand the environmental impact of the tools and resources they use.\u003C/p>\n\u003Cp id=\"1cd5\" class=\"graf graf--p graf-after--p\">\u003Cstrong class=\"markup--strong markup--p-strong\">Conjecture 3. In 2023… private companies and government officials could increasingly use open access to data, algorithms, and AI tools for public transparency, accountability, accessibility, and informed decision-making.\u003C/strong>\u003C/p>\n\u003Cp id=\"249f\" class=\"graf graf--p graf-after--p\">\u003Cem class=\"markup--em markup--p-em\">Users of data and AI tools are demanding the ability to interrogate the training data and algorithms at play in order to trust and verify system results. Learning from examples of bias and discrimination created by unchecked algorithms in the past, authorities are increasingly regulating the use and disclosure requirements of these tools. Further, to build social following and trust, tool creators are turning to open-by-default practices. \u003C/em>\u003Cstrong class=\"markup--strong markup--p-strong\">\u003Cem class=\"markup--em markup--p-em\">Over the next year, open data and AI regulation and business practices could increase to meet market demand for accountable data tools.\u003C/em>\u003C/strong>\u003C/p>\n\u003Cp id=\"0467\" class=\"graf graf--p graf-after--p\">With the rise in advances and interest in AI, policymakers have taken steps to govern the creation, use, and reuse of this emerging technology. For instance, the European Union’s (E.U.) \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://digital-strategy.ec.europa.eu/en/policies/legislation-open-data\" target=\"_blank\" rel=\"noopener\" data-href=\"https://digital-strategy.ec.europa.eu/en/policies/legislation-open-data\">Open Data Directive\u003C/a> requires member states to implement a data reuse framework across public sector agencies and remove undue obstacles to data sharing and reuse. Similar cases are on the rise across the world. The \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://opendatapolicylab.org/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://opendatapolicylab.org/\">Open Data Policy Lab\u003C/a> (ODPL)’s living \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://docs.google.com/document/u/1/d/1J_YJb_mPwFLXVSuJBNK0pudIGKT9ARk0Gbw4ojW6qQo/edit?usp=sharing\" target=\"_blank\" rel=\"noopener\" data-href=\"https://docs.google.com/document/u/1/d/1J_YJb_mPwFLXVSuJBNK0pudIGKT9ARk0Gbw4ojW6qQo/edit?usp=sharing\">repository\u003C/a> contains over 50 examples of recent legislative acts, proposals, directives, and other policy documents scoping this trend. A review of these resources demonstrates growing public interest in open data and data collaboration.\u003C/p>\n\u003Cp id=\"d709\" class=\"graf graf--p graf-after--p\">Moreover, regulators are taking steps to monitor AI use and development. The proposed \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.wyden.senate.gov/imo/media/doc/2022-02-03%20Algorithmic%20Accountability%20Act%20of%202022%20One-pager.pdf\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.wyden.senate.gov/imo/media/doc/2022-02-03%20Algorithmic%20Accountability%20Act%20of%202022%20One-pager.pdf\">U.S. Algorithmic Accountability of 2022\u003C/a> seeks to mandate impact assessments and public disclosure of AI tools acquired and used in the private sector. To this end, businesses themselves are adjusting practices to open their data. Businesses are recognizing the value of \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://techcrunch.com/2022/12/26/what-to-expect-from-ai-in-2023/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://techcrunch.com/2022/12/26/what-to-expect-from-ai-in-2023/\">‘open’ practices\u003C/a> to create more equitable and trustworthy tools that are received with greater public confidence and use.\u003C/p>\n\u003Cp id=\"5113\" class=\"graf graf--p graf-after--p\">\u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://chat.openai.com/auth/login\" target=\"_blank\" rel=\"noopener\" data-href=\"https://chat.openai.com/auth/login\">ChatGPT,\u003C/a> the latest chatbot tech innovation from OpenAI, for example, has been recognized \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.nytimes.com/2023/01/07/technology/generative-ai-chatgpt-investments.html\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.nytimes.com/2023/01/07/technology/generative-ai-chatgpt-investments.html\">for its open-access\u003C/a> design. Similar examples are multiplying. For instance, Amazon Web Services (AWS), Meta, Microsoft, and TomTom combined efforts to launch the \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://overturemaps.org/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://overturemaps.org/\">Overture Maps Foundation\u003C/a>, an interoperable open map data tool that serves as a shared, open-access resource that can improve mapping services globally.\u003C/p>\n\u003Cp id=\"9542\" class=\"graf graf--p graf-after--p\">Policy development to oversee mandatory and nice-to-have openness and accountability measures for data and AI still remains nascent, which indicates that this trend is likely to continue growing in the coming years, as government and private sector entities become increasingly concerned with demonstrating responsible data use and cultivating sustainable social licenses with data users and broader society.\u003C/p>\n\u003Cp id=\"1d83\" class=\"graf graf--p graf-after--p\">\u003Cstrong class=\"markup--strong markup--p-strong\">Conjecture 4. In 2023… the public may demand new processes to establish the social license for reusing data, strengthening data privacy and ‘right to be forgotten’ regulation.\u003C/strong>\u003C/p>\n\u003Cp id=\"4a57\" class=\"graf graf--p graf-after--p\">\u003Cem class=\"markup--em markup--p-em\">A slew of data protection and limits to data mining by online platforms are slated to be read across \u003C/em>\u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://futuretodayinstitute.com/mu_uploads/2022/03/FTI_Tech_Trends_2022_All.pdf\" target=\"_blank\" rel=\"noopener\" data-href=\"https://futuretodayinstitute.com/mu_uploads/2022/03/FTI_Tech_Trends_2022_All.pdf\">\u003Cem class=\"markup--em markup--p-em\">local and national governments\u003C/em>\u003C/a>\u003Cem class=\"markup--em markup--p-em\">, demonstrating the growing regulatory environment of constraining Big Tech practices. Increasingly, the public is calling on decision-makers to enact data privacy measures to limit where, when, how, and from whom data can be collected, stored, and used in order to reclaim individual agency over data and curtail surveillance capitalist business models. \u003C/em>\u003Cstrong class=\"markup--strong markup--p-strong\">\u003Cem class=\"markup--em markup--p-em\">Over the next year, we could see the ratification of much legislation and regulation over data rights that could radically upend previously ‘too-big-to-fail’ online platform data practices.\u003C/em>\u003C/strong>\u003C/p>\n\u003Cp id=\"7ef8\" class=\"graf graf--p graf-after--p\">Over the last few years, many countries, especially those in Europe, have adopted major pieces of legislation to protect their citizens’ data. Acting as a trailblazer, the European \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.dataguidance.com/opinion/eu-unpacking-eus-suite-new-era-digital-legislation\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.dataguidance.com/opinion/eu-unpacking-eus-suite-new-era-digital-legislation\">GDPR and its accompanying suite of data services and digital platform legislations\u003C/a> have inspired similar legislation in \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://oag.ca.gov/privacy/ccpa\" target=\"_blank\" rel=\"noopener\" data-href=\"https://oag.ca.gov/privacy/ccpa\">California\u003C/a>, \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://law.lis.virginia.gov/vacodepopularnames/virginia-consumer-protection-act/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://law.lis.virginia.gov/vacodepopularnames/virginia-consumer-protection-act/\">Virginia\u003C/a>, and other such consumer data protection regulations across the world. However, the implementation of these legislations appears to still be in its initial phase. Thus far, the E.U. has launched a strong offensive stance to crack down on data protection by \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://variety.com/2023/digital/global/meta-fined-eu-data-privacy-violation-targeted-ads-1235479011/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://variety.com/2023/digital/global/meta-fined-eu-data-privacy-violation-targeted-ads-1235479011/\">imposing heavy fines\u003C/a> and limits on companies like Meta that violate these laws.\u003C/p>\n\u003Cp id=\"612a\" class=\"graf graf--p graf-after--p\">The Future Today Institute notes that many \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://futuretodayinstitute.com/mu_uploads/2022/03/FTI_Tech_Trends_2022_All.pdf\" target=\"_blank\" rel=\"noopener\" data-href=\"https://futuretodayinstitute.com/mu_uploads/2022/03/FTI_Tech_Trends_2022_All.pdf\">attempts\u003C/a> to pass privacy laws were put on hold by the pandemic, but these efforts have since been rekindled. For instance, the \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.congress.gov/bill/117th-congress/senate-bill/2134\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.congress.gov/bill/117th-congress/senate-bill/2134\">Data Protection Act\u003C/a>, which would establish a new federal data protection agency, is being reintroduced by U.S. Senator Kirsten Gillibrand. Moreover, we are witnessing an increase in privacy measures, particularly in the E.U, India, and China that place a strong emphasis on limiting the transfer and storage of personal data outside of national boundaries.\u003C/p>\n\u003Cp id=\"6519\" class=\"graf graf--p graf-after--p\">Furthermore, data protection measures are focusing on protecting vulnerable groups, such as children, from harmful mental health and exploitation consequences of online media. Proposals including the \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://bills.parliament.uk/bills/3137\" target=\"_blank\" rel=\"noopener\" data-href=\"https://bills.parliament.uk/bills/3137\">U.K. Online Safety Act\u003C/a> and \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=202120220AB2273\" target=\"_blank\" rel=\"noopener\" data-href=\"https://leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=202120220AB2273\">California’s Age Appropriate Design Code Act\u003C/a> place the onus on platforms to protect children’s data and privacy online. If ratified, they will severely curtail exploitative data-mining business models favored by many online platforms. Since 2019, the \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://rd4c.org/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://rd4c.org/\">Responsible Data for Children Initiative\u003C/a> has been advocating for children’s unique data protection needs and multidisciplinary methods to enforce them. As well, attention is being paid to \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.thenewhumanitarian.org/analysis/2023/01/04/aid-policy-trends-to-watch-in-2023\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.thenewhumanitarian.org/analysis/2023/01/04/aid-policy-trends-to-watch-in-2023\">protecting migrant and refugee data rights\u003C/a> across humanitarian initiatives to correct inherent power and agency imbalances between data subjects and data users. We foresee greater policy interest and willingness to flesh out concepts like \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://arxiv.org/abs/2211.08539\" target=\"_blank\" rel=\"noopener\" data-href=\"https://arxiv.org/abs/2211.08539\">digital self-determination\u003C/a> to increase agency, empowerment, and knowledge about the use, collection, and permissions granting of data in humanitarian contexts.\u003C/p>\n\u003Cp id=\"b87e\" class=\"graf graf--p graf-after--p\">A majority of these data governance measures are being pushed by citizen fears and consumer pressure. According to the \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.cisco.com/c/dam/en_us/about/doing_business/trust-center/docs/cisco-consumer-privacy-survey-2022.pdf\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.cisco.com/c/dam/en_us/about/doing_business/trust-center/docs/cisco-consumer-privacy-survey-2022.pdf\">2022 Cisco Consumer Privacy survey\u003C/a>, 80% of people are willing to take action to protect their data and a growing number of people are cognizant of their national data protection laws. The uptick in widescale awareness and demand for data privacy and protection is likely to continue increasing as data collection continues to hike.\u003C/p>\n\u003Cp id=\"3f1d\" class=\"graf graf--p graf-after--p\">\u003Cstrong class=\"markup--strong markup--p-strong\">Conjecture 5. In 2023… generative and adaptive AI is poised to disrupt major industries and reshape how we use data and AI for decision-making and product creation.\u003C/strong>\u003C/p>\n\u003Cp id=\"91c9\" class=\"graf graf--p graf-after--p\">\u003Cem class=\"markup--em markup--p-em\">Increasingly, data has been applied to power generative and adaptive AI tools that can assist policymakers in complex decision-making environments. Novel ways of applying language and image processing tools, from education to art, demonstrate this AI’s \u003C/em>\u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.antler.co/blog/generative-ai\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.antler.co/blog/generative-ai\">\u003Cem class=\"markup--em markup--p-em\">disruptive ability\u003C/em>\u003C/a>\u003Cem class=\"markup--em markup--p-em\"> for a myriad of industries. \u003C/em>\u003Cstrong class=\"markup--strong markup--p-strong\">\u003Cem class=\"markup--em markup--p-em\">Over the next year, the use of these tools could become more widespread, prompting the need for data stewards to understand how they work and oversee their responsible use.\u003C/em>\u003C/strong>\u003C/p>\n\u003Cp id=\"b079\" class=\"graf graf--p graf-after--p\">Adaptive AI has increasingly been put to the test in complex conflict situations to reduce human risk and improve data analysis accuracy. For example, the United Nations Development Programme (UNDP) developed a \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.undp.org/blog/ukraine-machine-learning-algorithms-and-big-data-scans-used-identify-war-damaged-infrastructure\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.undp.org/blog/ukraine-machine-learning-algorithms-and-big-data-scans-used-identify-war-damaged-infrastructure\">machine learning algorithm\u003C/a> to help identify and classify war-damaged infrastructure. The model uses text mining to extract information from reports and categorize it by type of infrastructure. This model has been replicated by multiple UNDP country offices to help with post-conflict reconstruction and gauge the needs of vulnerable populations. The private sector is also getting into the game: \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.defenseone.com/technology/2023/01/how-ai-could-predict-damage-ukraine-russian-missiles/381633/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.defenseone.com/technology/2023/01/how-ai-could-predict-damage-ukraine-russian-missiles/381633/\">Scale AI\u003C/a>, for instance, is using AI to better anticipate and predict Russian airstrikes in Ukraine. The emerging role of AI in \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://files.thegovlab.org/PeaceTechTopicMap.pdf\" target=\"_blank\" rel=\"noopener\" data-href=\"https://files.thegovlab.org/PeaceTechTopicMap.pdf\">PeaceTech\u003C/a> coupled with vigilance over its use and discrimination risks by data stewards, we believe, could help push the needle on ‘good’ uses of dual-use technologies.\u003C/p>\n\u003Cp id=\"73ec\" class=\"graf graf--p graf-after--p\">In addition to addressing tactical and operational needs, \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://hellofuture.orange.com/en/interactive/new-technologies-pushing-the-boundaries-of-art/#technology-is-helping-to-protect-masterpieces\" target=\"_blank\" rel=\"noopener\" data-href=\"https://hellofuture.orange.com/en/interactive/new-technologies-pushing-the-boundaries-of-art/#technology-is-helping-to-protect-masterpieces\">generative AI\u003C/a> has given way to a digital renaissance — pushing the boundaries of art and music. As mentioned previously, tools including \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://chat.openai.com/auth/login\" target=\"_blank\" rel=\"noopener\" data-href=\"https://chat.openai.com/auth/login\">ChatGPT\u003C/a>, \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://openai.com/dall-e-2/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://openai.com/dall-e-2/\">DALL-E\u003C/a>, \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://beta.character.ai/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://beta.character.ai/\">Character.AI\u003C/a>, and a host of other AI tools have hit the market for designing creative outputs. Capitalizing on this gold rush — the generative AI market is \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.prnewswire.com/news-releases/generative-ai-market-to-be-worth-109-37-billion-by-2030-grand-view-research-inc-301718827.html\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.prnewswire.com/news-releases/generative-ai-market-to-be-worth-109-37-billion-by-2030-grand-view-research-inc-301718827.html\">estimated to reach\u003C/a> USD 109.37 billion by 2030 — private sector companies are ramping up their use and design of this technology across the board, from applying \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.nytimes.com/2023/01/09/science/artificial-intelligence-proteins.html\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.nytimes.com/2023/01/09/science/artificial-intelligence-proteins.html\">DALL-E to accelerate protein design\u003C/a> to writing \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.nytimes.com/interactive/2022/12/26/upshot/chatgpt-child-essays.html\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.nytimes.com/interactive/2022/12/26/upshot/chatgpt-child-essays.html\">school essays indistinguishable from student work\u003C/a>=.\u003C/p>\n\u003Cp id=\"e075\" class=\"graf graf--p graf-after--p\">Tech optimists believe that generative AI will be able to \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://www.weforum.org/agenda/2023/01/davos23-generative-ai-a-game-changer-industries-and-society-code-developers/\" target=\"_blank\" rel=\"noopener\" data-href=\"https://www.weforum.org/agenda/2023/01/davos23-generative-ai-a-game-changer-industries-and-society-code-developers/\">enhance the creative process\u003C/a> of artists and designers as existing tasks will be enriched by generative AI systems, speeding up the ideation and, ultimately, the production phase. Others, however, are \u003Ca class=\"markup--anchor markup--p-anchor\" href=\"https://resource.revealdata.com/en/blog/why-the-generative-ai-renaissance-means-big-legal-headaches\" target=\"_blank\" rel=\"noopener\" data-href=\"https://resource.revealdata.com/en/blog/why-the-generative-ai-renaissance-means-big-legal-headaches\">concerned about the threats\u003C/a> to copyright and intellectual property protections used to legally protect artistic and creative work, as well as convincing deepfake creations that make disinformation and misinformation harder to thwart due to the AI.\u003C/p>\n\u003Cp id=\"dcd6\" class=\"graf graf--p graf-after--p\">Currently, hardly any regulation governs the generative and adaptive AI landscapes. Purpose Pty Ltd, working at the intersection of public policy, strategy, leadership and technology. He has led the development of new programs exploring the public leadership implications of digital, data and AI, including the role of ethics and ethical frameworks for public leaders. He led strategy and design work on digital transformation and public policy and public sector reform projects in government, education, health, human services and urbanisation in India, China, South-East Asia, Australia and New Zealand.\u003C/p>\n\u003Cp>Prior to his role in Cisco, Martin held various policy and management roles in the federal public sector, including Chief of Staff to a Minister in the Federal Government, a federal public servant (Communications, Sport, Recreation and Tourism) and as a research and strategy lead in the Office of Strategic Planning in the NSW Cabinet Office. For the past three years, and again in 2026, he has been a Learning Guide and facilities for the NSW Leadership Academy (Band 1 and Band 2 senior executives).\u003C/p>\n\u003Cp>He chaired the former NSW Digital Government Advisory Panel and the Expert Advisory Group for the Welfare Payments Infrastructure Transformation program (WPIT) for the former federal Department of Human Services (now Services Australia).\u003C/p>\n\u003Cp>He was a member of the Government 2.0 Task Force established by Federal Minister for Finance, Lindsay Tanner, in 2009. He is also the Editor-in-Chief of the open-access journal Data & Policy (Cambridge University Press); the Research Director of the MacArthur Research Network on Opening Governance; Chair of the Data for Children Collaborative with Unicef; a member of the High-Level Expert Group to the European Commission on Business-to-Government Data Sharing; and of the Expert Group to Eurostat on using Private Sector data for Official Statistics. In addition he is also a member of the UNESCO Information Ethics Working Group; Researcher at the ISI Foundation (Torino, Italy); Senior Researcher at SMIT (Studies in Media, Innovation and Technology) at the Free University of Brussels (VUB) . In 2018 he was recognized as one of the 10 Most Influential Academics in Digital Government globally (by the global policy platform Apolitical). Previously at Oxford University, he was the UNESCO Chairholder in Communications Law and Policy and co-founded and was the Head of the Program in Comparative Media Law and Policy at the Center for Socio-Legal Studies. He was the Socio-Legal Fellow at Wolfson College, and is still an emeritus fellow at Oxford.
