They have no centralized issuing authority like a central bank but, instead, rely on cryptographic technology to facilitate accounting and recordkeeping. Bitcoin was one of the earliest examples but the \u003Ca href=\"https://www.technologyreview.com/s/607947/the-cryptocurrency-market-is-growing-exponentially/\" data-href=\"https://www.technologyreview.com/s/607947/the-cryptocurrency-market-is-growing-exponentially/\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">number of these cryptocurrencies is proliferating\u003C/a> as technology creates the opportunity for anyone to create their own secure, tradeable currency.\u003C/p>\u003Cp name=\"f407\" id=\"f407\" class=\"graf graf--p graf-after--p\">While most of the 1,300+ actively traded cryptocurrencies are designed to generate profit, there is an exciting new entrant into the crypto- and alternative currency creation space: cities.\u003C/p>\u003Ch4 name=\"e06a\" id=\"e06a\" class=\"graf graf--h4 graf-after--p\">\u003Cstrong class=\"markup--strong markup--h4-strong\">Currency Is the New Money\u003C/strong>\u003C/h4>\u003Cp name=\"b1e7\" id=\"b1e7\" class=\"graf graf--p graf-after--h4\">From Bristol to Barcelona, cities around the globe are leading a revolution in the creation of complementary “civic currencies” — some digital, some physical — designed to promote local economic development, foster active citizenship, and invest in sustainability while building a sense of community cohesion.\u003C/p>\u003Cp name=\"b2c3\" id=\"b2c3\" class=\"graf graf--p graf-after--p\">Also known as “complementary currencies,” “alternative currencies,” or “social currencies,” cities have issued their own tender long before \u003Ca href=\"https://hbr.org/2017/01/the-truth-about-blockchain\" data-href=\"https://hbr.org/2017/01/the-truth-about-blockchain\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">blockchain\u003C/a> or the internet (see \u003Ca href=\"https://ijccr.net/\" data-href=\"https://ijccr.net/\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">\u003Cem class=\"markup--em markup--p-em\">International Journal of Community Currency Research\u003C/em>\u003C/a>), but technology is jumpstarting the movement around digital civic currencies with Barcelona and Berkeley being the latest to \u003Ca href=\"https://elpais.com/elpais/2016/11/15/inenglish/1479200181_146794.html\" data-href=\"https://elpais.com/elpais/2016/11/15/inenglish/1479200181_146794.html\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">announce\u003C/a> that they would start to issue their own tender.\u003C/p>\u003Cp name=\"8c2c\" id=\"8c2c\" class=\"graf graf--p graf-after--p\">How do these civic technologies work? Often, the city will pay civil servants partially or even completely (the \u003Ca href=\"https://www.theguardian.com/uk/2012/nov/20/mayor-salary-bristol-pounds\" data-href=\"https://www.theguardian.com/uk/2012/nov/20/mayor-salary-bristol-pounds\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Mayor of Bristol is paid entirely\u003C/a> in the Bristol pound) with the local civic currency. Residents and businesses can also purchase with national tender. They can then use the local currency to pay taxes and fees or to purchase local services.\u003C/p>\u003Cp name=\"dd65\" id=\"dd65\" class=\"graf graf--p graf-after--p\">For example, in the St. Lawrence Market and Gerard Square areas of Toronto, local businesses accepted \u003Ca href=\"https://www.investopedia.com/terms/t/toronto-dollar.asp\" data-href=\"https://www.investopedia.com/terms/t/toronto-dollar.asp\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Toronto Dollars\u003C/a>. One Toronto Dollar was worth one Canadian Dollar, which residents then used to shop locally. Ten cents of every dollar went to support community projects, including for those who are unemployed or homeless. Consumers were rewarded when they engaged in behaviors like buying products that were identified as “green” or simply recycling. The points they were given could be redeemed for various products and services such as event tickets, public transportation passes, and “gifts” from participating shops.¹\u003C/p>\u003Cp name=\"8278\" id=\"8278\" class=\"graf graf--p graf-after--p\">The city of Berkeley, California is also \u003Ca href=\"https://nextcity.org/daily/entry/berkeley-is-turning-to-the-blockchain-for-city-funding?utm_source=Next+City+Newsletter&utm_campaign=f6a4d61f08-Daily_781&utm_medium=email&utm_term=0_fcee5bf7a0-f6a4d61f08-44151817\" data-href=\"https://nextcity.org/daily/entry/berkeley-is-turning-to-the-blockchain-for-city-funding?utm_source=Next+City+Newsletter&utm_campaign=f6a4d61f08-Daily_781&utm_medium=email&utm_term=0_fcee5bf7a0-f6a4d61f08-44151817\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">taking advantage of the blockchain technology\u003C/a> to enable investors to buy Berkeley’s cryptocurrency to fund city-issued municipal bonds. The money raised by this crowdfunding will be used to pay for things such as affordable housing, homeless shelters, ambulances, and street plantings. As with other local currencies, Berkeley coin owners will potentially be able to spend the currency at participating businesses.\u003C/p>\u003Ch4 name=\"2d82\" id=\"2d82\" class=\"graf graf--h4 graf-after--p\">\u003Cstrong class=\"markup--strong markup--h4-strong\">How Cities Promote Their Civic Currencies\u003C/strong>\u003C/h4>\u003Cblockquote name=\"05b0\" id=\"05b0\" class=\"graf graf--blockquote graf--startsWithDoubleQuote graf-after--h4\">“Good money, made by the people, for the people of Bristol,” announced the Bristol City Council in Britain as a catchy leitmotif to promote the \u003Ca href=\"https://bristolpound.org\" data-href=\"https://bristolpound.org\" class=\"markup--anchor markup--blockquote-anchor\" rel=\"noopener\" target=\"_blank\">Bristol pound\u003C/a>.\u003C/blockquote>\u003Cblockquote name=\"07c2\" id=\"07c2\" class=\"graf graf--blockquote graf--startsWithDoubleQuote graf-after--blockquote\">“We like to participate” is the motto to promote the \u003Ca href=\"http://www.chiemgauer.info\" data-href=\"http://www.chiemgauer.info\" class=\"markup--anchor markup--blockquote-anchor\" rel=\"noopener\" target=\"_blank\">Chiemgauer\u003C/a> in Rosenheim and Traunstein counties in the German region of Bavaria.\u003C/blockquote>\u003Cblockquote name=\"71a4\" id=\"71a4\" class=\"graf graf--blockquote graf-after--blockquote\">In Toulouse, France, they have the \u003Ca href=\"https://www.sol-violette.fr\" data-href=\"https://www.sol-violette.fr\" class=\"markup--anchor markup--blockquote-anchor\" rel=\"noopener\" target=\"_blank\">Sol-Violette\u003C/a> and their slogan is “more than just a means of payment.”\u003C/blockquote>\u003Cblockquote name=\"6a19\" id=\"6a19\" class=\"graf graf--blockquote graf-after--blockquote\">The \u003Ca href=\"https://www.wir.ch\" data-href=\"https://www.wir.ch\" class=\"markup--anchor markup--blockquote-anchor\" rel=\"noopener\" target=\"_blank\">WIR Bank\u003C/a> in Switzerland, the \u003Ca href=\"http://www.ekhitxanpona.org/wordpress\" data-href=\"http://www.ekhitxanpona.org/wordpress\" class=\"markup--anchor markup--blockquote-anchor\" rel=\"noopener\" target=\"_blank\">Ekhi\u003C/a> in the Basque Country province of Bizkaia, and the \u003Ca href=\"http://www.grama.cat\" data-href=\"http://www.grama.cat\" class=\"markup--anchor markup--blockquote-anchor\" rel=\"noopener\" target=\"_blank\">Grama\u003C/a> in the Catalan town of Santa Coloma de Gramenet, both in Spain, are yet more examples.\u003C/blockquote>\u003Cp name=\"7b6e\" id=\"7b6e\" class=\"graf graf--p graf-after--blockquote\">\u003Ca href=\"http://www.justaddspice.org/\" data-href=\"http://www.justaddspice.org/\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Spice Time Credits\u003C/a> in the UK is \u003Ca href=\"https://www.theguardian.com/society/2016/jun/28/community-currencies-local-economy-volunteering\" data-href=\"https://www.theguardian.com/society/2016/jun/28/community-currencies-local-economy-volunteering\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">pushing the innovation envelope even further\u003C/a> to encourage altruistic and collaborative work within communities by allowing people to exchange abstract and typically arbitrarily-appraised concepts such as time spent volunteering. For every hour that an individual contributes to their community, they earn one Time Credit which can be spent accessing an hour of activity provided by the organization’s corporate or community partners.\u003C/p>\u003Ch4 name=\"4c2c\" id=\"4c2c\" class=\"graf graf--h4 graf-after--p\">\u003Cstrong class=\"markup--strong markup--h4-strong\">Civic Engagement Powered by Civic Currency\u003C/strong>\u003C/h4>\u003Cp name=\"5d4d\" id=\"5d4d\" class=\"graf graf--p graf-after--h4\">What’s next on the horizon for civic currencies? Cities like Barcelona are beginning to contemplate use of these new currencies to create an incentive for citizen engagement and civic participation in urban democracy, not only in the urban economy, by rewarding constituents for getting involved.\u003C/p>\u003Cp name=\"98d5\" id=\"98d5\" class=\"graf graf--p graf-after--p\">Just as in the United States, where the government compensates individuals who do not otherwise get paid by their job for the time spent doing jury service, civic currencies may offer a way to reward people for giving of their time and expertise to help their community. Toronto dollars, for instance, have \u003Ca href=\"https://en.wikipedia.org/wiki/Toronto_dollar#cite_note-california-1\" data-href=\"https://en.wikipedia.org/wiki/Toronto_dollar#cite_note-california-1\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">been given as gifts\u003C/a> to welfare recipients who perform volunteer work for charitable and non-profit organizations.\u003C/p>\u003Cp name=\"4088\" id=\"4088\" class=\"graf graf--p graf-after--p\">As more cities turn to the internet to invite the public to participate in urban lawmaking, they will need incentives to promote engagement. Madrid and Paris, for example, invite the public to co-create solutions to urban problems using \u003Ca href=\"https://decide.madrid.es/\" data-href=\"https://decide.madrid.es/\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">\u003Cem class=\"markup--em markup--p-em\">Decide Madrid\u003C/em>\u003C/a>\u003Cem class=\"markup--em markup--p-em\"> \u003C/em>and \u003Ca href=\"https://www.paris.fr/participez/proposer-et-debattre/madame-la-maire-j-ai-une-idee-3971\" data-href=\"https://www.paris.fr/participez/proposer-et-debattre/madame-la-maire-j-ai-une-idee-3971\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">\u003Cem class=\"markup--em markup--p-em\">Madame La Maire, J’ai Une Idée\u003C/em>\u003C/a>\u003Cem class=\"markup--em markup--p-em\">, \u003C/em>respectively. These so-called \u003Ca href=\"http://crowd.law\" data-href=\"http://crowd.law\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">crowdlaw\u003C/a> platforms enable the public to participate in diverse stages of law- and policymaking, from spotting problems, to identifying solutions to deciding how money will be spent. Civic currency could create an incentive for more and more diverse people to participate and participate well. It is easy to envision having the city give small amounts of civic currency that people can use to pay their taxes, parking tickets or shop for local goods, in exchange for helpful contributions to crowdlaw processes.\u003C/p>\u003Cp name=\"cadb\" id=\"cadb\" class=\"graf graf--p graf-after--p\">More generous rewards can be reserved for individuals and local groups that invest more time in working with their cities, for example, to co-design a park or volunteer in a local school. Nonprofits like the IdeasLab in Costa Rica are offering a digital civic currency called the \u003Ca href=\"http://revolutionarytoken.com/\" data-href=\"http://revolutionarytoken.com/\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Revolutionary Token\u003C/a>, an Ethereum-based cryptocurrency to support investment in civic leaders and change agents. One experimental study has shown that compensating participation with city coins significantly increased the number of people that contributed to the participatory process, independently of their income, educational level or age.² By using civic currency, the reward offers both extrinsic reward as well as intrinsic, psychic motivation. Some will argue that participating in the life of one’s democracy should be its own reward and an obligation incumbent upon each of us that should not be compensated. However, given the economic benefits to the local community of using civic currency, it would make sense to test the impact.\u003C/p>\u003Cp name=\"52ab\" id=\"52ab\" class=\"graf graf--p graf-after--p\">Similarly, how do we measure the value of commenting in a discussion forum or participating in a participatory budgeting exercise? Conventional wisdom suggests that the quantity, quality and diversity of information gathered, as a result of each contribution, should be part of the analysis and city councils should develop metrics together with the public to assess their social impact.\u003C/p>\u003Cp name=\"0544\" id=\"0544\" class=\"graf graf--p graf-after--p graf--trailing\">The use of city coins as “civic currencies” to promote citizen participation is definitely an option that city governments should explore and test. In 2018 he was recognized as one of the 10 Most Influential Academics in Digital Government globally (by the global policy platform Apolitical). Previously at Oxford University, he was the UNESCO Chairholder in Communications Law and Policy and co-founded and was the Head of the Program in Comparative Media Law and Policy at the Center for Socio-Legal Studies. He was the Socio-Legal Fellow at Wolfson College, and is still an emeritus fellow at Oxford.
