DM allows individuals to submit legislative proposals to the City Council, participate in online discussions, contribute to consultations posed by the City, vote directly on policies, decisions or actions of the City government, and participate in Madrid’s annual participatory budgeting program, to which the City allocates €50–100 million annually.\u003C/p>\u003Cp name=\"1bff\" id=\"1bff\" class=\"graf graf--p graf-after--p\">While the DM platform originally attracted a great deal of attention, with nearly 400,000 registered users in the first three years, only one of the 28,000 proposals submitted by residents through the legislative proposals feature has been implemented by the city since the platform’s launch in 2015. Our analysis of DM user data found that younger people (under 30), older people (over 65), and people who identify as female are underrepresented compared to their respective shares of the city’s population. Having robust evidence to understand these disparities can help indicate how they can be overcome.\u003C/p>\u003Cp name=\"7f75\" id=\"7f75\" class=\"graf graf--p graf-after--p\">Madrid, and other cities, should conduct surveys and interviews with individuals who are registered on their public engagement platforms, former participants who have dropped out, and people who do not participate to understand what motivates, as well as what discourages, people from engaging. In the interest of “meeting people where they are” we need to go beyond data about registration to understand differences in \u003Cem class=\"markup--em markup--p-em\">how \u003C/em>different groups experience, navigate, and benefit from the engagement process.\u003C/p>\u003Ch4 name=\"c214\" id=\"c214\" class=\"graf graf--h4 graf-after--p\">Recommendation 2: Experiment with machine learning to process comments and proposals more efficiently\u003C/h4>\u003Cp name=\"4d6d\" id=\"4d6d\" class=\"graf graf--p graf-after--h4\">Engagement processes which require public servants to process large amounts of text, such as public comments or legislative proposals, can create redundancies and inefficiencies that make it difficult for public servants to keep up with the flow of information. On the DM platform, users often submit legislative proposals that duplicate existing proposals made by others. For example, there are numerous proposals submitted within the last few years calling for stricter enforcement of fines for people who do not clean up their pets’ droppings. The presence of multiple similar proposals may confuse users or cause them to split their support among these proposals, making it difficult for any one idea to garner the support it needs to advance through the process.\u003C/p>\u003Cp name=\"3ec2\" id=\"3ec2\" class=\"graf graf--p graf-after--p\">Cities should experiment with machine learning tools to more efficiently group, analyze, and draw insights from public proposals and comments and deliver feedback. For instance, the Belgian company \u003Ca href=\"https://www.citizenlab.co/\" data-href=\"https://www.citizenlab.co/\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">CitizenLab\u003C/a> created a text analysis \u003Ca href=\"https://www.nesta.org.uk/feature/ai-and-collective-intelligence-case-studies/citizenlab/\" data-href=\"https://www.nesta.org.uk/feature/ai-and-collective-intelligence-case-studies/citizenlab/\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">tool\u003C/a> that clusters comments and proposals submitted by citizens into common topic areas, making it easier for officials to quickly understand the public’s ideas and priorities. A similar approach could help Madrid and other cities with similar platforms to make use of public comments and proposals and enhance the relevance and usefulness of the platform for policymaking and governance. Legislative proposal platforms need to guide residents through the process of identifying solutions that are within the jurisdiction and scope of what the city government can reasonably implement, or they risk wasting residents’ time and energy crafting proposals that have no chance of being implemented, and civil servants’ resources processing these proposals. In Madrid, the city government is not permitted to provide feedback on legislative proposals, resulting in many poorly formulated and unimplementable submissions, including proposals outside of the city’s jurisdiction (like \u003Ca href=\"https://decide.madrid.es/proposals/29948-segundo-aeropuerto-de-madrid-en-las-pistas-de-torrejon\" data-href=\"https://decide.madrid.es/proposals/29948-segundo-aeropuerto-de-madrid-en-las-pistas-de-torrejon\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">constructing a new airport\u003C/a> in the municipality of Torrejón de Ardoz).\u003C/p>\u003Cp name=\"d3ae\" id=\"d3ae\" class=\"graf graf--p graf-after--p\">Cities should create programs where lawyers, paralegals, and law students can lend their time to provide legal analysis and feedback of proposals. For example, in Brazil, residents use a platform called \u003Ca href=\"https://www.mudamos.org/\" data-href=\"https://www.mudamos.org/\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Mudamos\u003C/a> to propose laws and policies, whereby a \u003Ca href=\"https://congress.crowd.law/case-mudamos.html\" data-href=\"https://congress.crowd.law/case-mudamos.html\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">volunteer legal team\u003C/a> guides users on whether their proposed law meets the constitutional requirements for a citizens’ initiative bill and whether it can be published on the platform. For Madrid and other cities, providing similar legal analysis could help to weed out legally impossible proposals and to strengthen the quality of legally feasible proposals.\u003C/p>\u003Ch4 name=\"0d0e\" id=\"0d0e\" class=\"graf graf--h4 graf-after--p\">Recommendation 4: Create a Groups feature that would allow individuals to find and join existing groups around common interests, in order to build in more opportunities for group collaboration\u003C/h4>\u003Cp name=\"08b5\" id=\"08b5\" class=\"graf graf--p graf-after--h4\">Like many cities, Madrid primarily collects input from businesses, non-governmental organizations, and other groups through mechanisms separate from its public engagement platform, such as stakeholder meetings. With the exception of the participatory budgeting program, the DM platform is designed as a way for \u003Cem class=\"markup--em markup--p-em\">individuals\u003C/em>, rather than businesses or organizations, to contribute their expertise and opinions.\u003C/p>\u003Cp name=\"e1ce\" id=\"e1ce\" class=\"graf graf--p graf-after--p\">The City should create a Groups feature that would allow individuals to create and join groups around their shared interests. Similar to Facebook Groups or the “Groups” feature on Athens’s citizen engagement platform, \u003Ca href=\"https://www.synathina.gr/en/\" data-href=\"https://www.synathina.gr/en/\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">synAthina\u003C/a>, teams could create a page with a description of their purpose and work and optional links to their website and social media pages. Individuals could search for teams by keyword and filter teams by topic area and district, offering people with similar interests a chance to collaborate with one another. For example, the individuals who have created separate proposals calling for more parking along \u003Ca href=\"https://decide.madrid.es/proposals/29629-parking-subterraneo-en-calle-de-argumosa-y-ampliacion-de-aceras\" data-href=\"https://decide.madrid.es/proposals/29629-parking-subterraneo-en-calle-de-argumosa-y-ampliacion-de-aceras\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Calle de Argumosa\u003C/a> and in the \u003Ca href=\"https://decide.madrid.es/proposals/29090-crear-aparcamiento-publico-puerta-del-angel-ermita-del-santo\" data-href=\"https://decide.madrid.es/proposals/29090-crear-aparcamiento-publico-puerta-del-angel-ermita-del-santo\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Puerta del Angel\u003C/a> area might decide to team up to create and promote a single proposal calling for more public parking across the city, or to advocate for such action offline. A Groups feature would also create an incentive for more organizations to participate, as the platform could provide them with an opportunity to connect with individuals who are interested in participating in actions they care about.\u003C/p>\u003Ch4 name=\"aa36\" id=\"aa36\" class=\"graf graf--h4 graf-after--p\">Recommendation 5: Replicate the \u003Ca href=\"https://multicitychallenge.org/\" data-href=\"https://multicitychallenge.org/\" class=\"markup--anchor markup--h4-anchor\" rel=\"noopener\" target=\"_blank\">City Challenge\u003C/a> model to co-create solutions to challenges with residents\u003C/h4>\u003Cp name=\"1c42\" id=\"1c42\" class=\"graf graf--p graf-after--h4\">DM could be used to run a \u003Ca href=\"https://multicitychallenge.org/\" data-href=\"https://multicitychallenge.org/\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">City Challenge\u003C/a> as an additional public participation opportunity for Madrid residents. In a City Challenge, cities work with residents to codesign and collaboratively implement solutions to urban challenges, such as climate change and sustainability, public health and equity, congestion and pollution, structural racism and civic engagement. The GovLab has organized past City Challenges in partnership with the cities of San Pedro Garza García, Mexico; Barcelona, Spain; Oakland, California; and in multiple cities simultaneously across Mexico and Africa, providing training for participants and public servants to strengthen their capacity to implement impactful and sustainable projects. A City Challenge would give Madrid the opportunity to more rapidly develop and implement solutions to priority problems identified by residents, while also building capacity among civil servants to support and sustain those projects.\u003C/p>\u003Ch4 name=\"6f1f\" id=\"6f1f\" class=\"graf graf--h4 graf-after--p\">Recommendation 6: Create a youth-focused participatory budgeting initiative\u003C/h4>\u003Cp name=\"b77d\" id=\"b77d\" class=\"graf graf--p graf-after--h4\">Successfully engaging youth is a common challenge for public engagement projects. Too often, cities design engagement initiatives without regard for existing channels that youth use to make their opinions heard (such as through online activism), neglect to create outreach materials that appeal to young people, or design processes whose rules exclude young adults altogether. In Madrid’s case, for example, individuals under age 16 are not eligible to participate in the City’s participatory budgeting initiative.\u003C/p>\u003Cp name=\"6653\" id=\"6653\" class=\"graf graf--p graf-after--p\">Madrid, and other cities with participatory budgeting programs, should provide a portion of this annual funding to projects proposed and voted on by youth, following the lead of other cities such as \u003Ca href=\"https://www.junges.wien/domain/1338\" data-href=\"https://www.junges.wien/domain/1338\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Vienna\u003C/a>’s \u003Ca href=\"https://www.junges.wien/domain/1338\" data-href=\"https://www.junges.wien/domain/1338\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">pilot €1 million\u003C/a> participatory budgeting initiative called \u003Ca href=\"https://www.junges.wien/domain/1338\" data-href=\"https://www.junges.wien/domain/1338\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Dein Wien for Future\u003C/a> (“Your Vienna for the Future”) that allocates €1 million for projects that are proposed and voted on by for people ages 5 through 20 or \u003Ca href=\"https://ruutibudjetti.hel.fi/?locale=en\" data-href=\"https://ruutibudjetti.hel.fi/?locale=en\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Helsinki’s €150,000 participatory budgeting\u003C/a> for people ages 12 through 17 who participate online through a City-run platform built upon the \u003Ca href=\"https://github.com/decidim/decidim\" data-href=\"https://github.com/decidim/decidim\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Decidim\u003C/a> framework.\u003C/p>\u003Cfigure name=\"d21a\" id=\"d21a\" class=\"graf graf--figure graf-after--p\">\u003Cimg class=\"graf-image\" data-image-id=\"0*DzCxAScZnfGSQz6C.jpeg\" data-width=\"1800\" data-height=\"913\" src=\"https://cdn-images-1.medium.com/max/800/0*DzCxAScZnfGSQz6C.jpeg\">\u003C/figure>\u003Cp name=\"24c5\" id=\"24c5\" class=\"graf graf--p graf-after--figure\">\u003Cem class=\"markup--em markup--p-em\">Screenshot of the online platform for Vienna’s youth participatory budgeting initiative. Random representative sampling as well as the ability to design citizens’ assemblies to oversample for underrepresented groups, means that decisions made by the assembly are more representative of community sentiment, and a diversity of viewpoints, and thus are more legitimate.\u003C/p>\u003Cp name=\"9e29\" id=\"9e29\" class=\"graf graf--p graf-after--p\">While Madrid briefly experimented with a citizen assembly and created a \u003Ca href=\"https://www.madrid.es/portales/munimadrid/es/Inicio/El-Ayuntamiento/Espacio-asociativo/Organos-de-participacion/Consejo-Social-de-la-Ciudad/Consejo-Social-de-la-Ciudad-de-Madrid/?vgnextfmt=default&amp;vgnextoid=8dd89271cd0d9710VgnVCM1000001d4a900aRCRD&amp;vgnextchannel=86ee9271cd0d9710VgnVCM1000001d4a900aRCRD\" data-href=\"https://www.madrid.es/portales/munimadrid/es/Inicio/El-Ayuntamiento/Espacio-asociativo/Organos-de-participacion/Consejo-Social-de-la-Ciudad/Consejo-Social-de-la-Ciudad-de-Madrid/?vgnextfmt=default&amp;vgnextoid=8dd89271cd0d9710VgnVCM1000001d4a900aRCRD&amp;vgnextchannel=86ee9271cd0d9710VgnVCM1000001d4a900aRCRD\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">new participatory body\u003C/a> for stakeholder and interest groups in 2020, a well-designed citizens’ assembly could serve as a more effective, diverse, and legitimate mechanism for participatory lawmaking.\u003C/p>\u003Cp name=\"86aa\" id=\"86aa\" class=\"graf graf--p graf-after--p\">There are a number of existing citizens’ assembly models in place at the city, state, and regional level throughout Europe that Madrid and other cities could build upon and learn from. In 2021, Barcelona created \u003Ca href=\"https://www.decidim.barcelona/processes/forumjoveBCN?locale=es\" data-href=\"https://www.decidim.barcelona/processes/forumjoveBCN?locale=es\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Forum Jove BCN\u003C/a>, a citizens’ assembly of 99 young people aged 16–29 who made recommendations to the Barcelona City Council regarding policies that impact young people in the city. Belgium has also implemented a \u003Ca href=\"http://democratie.brussels/c\" data-href=\"http://democratie.brussels/c\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">citizens’ assembly\u003C/a> of 45 randomly selected members of the public who \u003Ca href=\"https://congress.crowd.law/case-belgian-sortition-models.html\" data-href=\"https://congress.crowd.law/case-belgian-sortition-models.html\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">work with members of parliament\u003C/a> to design new policies around topics including the regulation of 5G infrastructure, the re-accommodation of homeless people, and the role of citizens in times of crisis. The City of Paris \u003Ca href=\"https://www.buergerrat.de/en/news/standing-citizens-assembly-in-paris/\" data-href=\"https://www.buergerrat.de/en/news/standing-citizens-assembly-in-paris/\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">inaugurated its permanent citizens’ assembly\u003C/a> in November of 2021, composed of 100 Parisian citizens that deliberate and issue recommendations to the City Council and draft laws, among other powers.\u003C/p>\u003Ch4 name=\"56d6\" id=\"56d6\" class=\"graf graf--h4 graf-after--p\">Recommendation 8: Study other platforms that allow individuals to make legislative proposals to identify best practices\u003C/h4>\u003Cp name=\"5031\" id=\"5031\" class=\"graf graf--p graf-after--h4\">As described in greater detail in our \u003Ca href=\"http://files.thegovlab.org/madrid-report-english.pdf\" data-href=\"http://files.thegovlab.org/madrid-report-english.pdf\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">analysis report\u003C/a>, the use of the DM platform to submit legislative proposals is decreasing each year. There is an urgent need to radically rethink the design of the process, using lessons learned from impactful legislative proposal platforms from around the world.\u003C/p>\u003Cp name=\"41bf\" id=\"41bf\" class=\"graf graf--p graf-after--p\">A number of countries — including \u003Ca href=\"http://collective-intelligence.thegovlab.org/case/finnish-citizens-initiative\" data-href=\"http://collective-intelligence.thegovlab.org/case/finnish-citizens-initiative\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Finland\u003C/a>, \u003Ca href=\"https://congress.crowd.law/case-rahvakogu.html\" data-href=\"https://congress.crowd.law/case-rahvakogu.html\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Estonia\u003C/a>, \u003Ca href=\"https://manabalss.lv/\" data-href=\"https://manabalss.lv/\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Latvia\u003C/a>, \u003Ca href=\"https://congress.crowd.law/case-better-reykjavik.html\" data-href=\"https://congress.crowd.law/case-better-reykjavik.html\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Iceland\u003C/a> and \u003Ca href=\"https://congress.crowd.law/case-mudamos.html\" data-href=\"https://congress.crowd.law/case-mudamos.html\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">Brazil\u003C/a> — have implemented online platforms at the national level that enable citizens to submit legislative proposals and sign-on to proposals submitted by others. Several of these platforms have achieved higher and more sustained participation that the DM proposal feature currently exhibits. Finland’s Ministry of Justice maintains an \u003Ca href=\"https://www.kansalaisaloite.fi/fi\" data-href=\"https://www.kansalaisaloite.fi/fi\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">online platform\u003C/a> where citizens can initiate and sign petitions under the country’s citizens’ initiative law. The country’s parliament must consider any initiative which receives at least 50,000 signatures. Since the citizens’ initiative law went into effect in 2012, more than 1,000 petitions have been proposed, 56 of which have collected at least 50,000 signatures, including a proposal to legalize same-sex marriage, which parliament passed into law in 2017. Estonia’s government runs a similar platform for its residents to propose and support policy ideas at the national or city level. More than 50 proposals have reached the signature threshold necessary for consideration (1,000 signatures at the national level or 1% of the population for city-level proposals) in just the last two years. Studying these and other existing examples could provide additional lessons for how the Proposals feature of DM could be improved in order to expand engagement and impact.\u003C/p>\u003Ch3 name=\"fb16\" id=\"fb16\" class=\"graf graf--h3 graf-after--p\">Conclusion\u003C/h3>\u003Cp name=\"40cf\" id=\"40cf\" class=\"graf graf--p graf-after--h3\">The recommendations and examples above illustrate how cities are using new platforms and processes to enable more effective, equitable, and impactful collaboration with residents. He co-directs ANZSOG&rsquo;s Deputies Leadership Program with Kathryn Anderson, that integrates a significant focus on the evolution of leadership responses to the opportunities and risks of digital, data and AI capabilities and platforms.\u003C/p>\n\u003Cp>From 2001 to 2013, Martin led the Asia-Pacific public sector consulting and innovation team in Cisco&rsquo;s Internet Business Solutions Group (IBSG). He led strategy and design work on digital transformation and public policy and public sector reform projects in government, education, health, human services and urbanisation in India, China, South-East Asia, Australia and New Zealand.\u003C/p>\n\u003Cp>Prior to his role in Cisco, Martin held various policy and management roles in the federal public sector, including Chief of Staff to a Minister in the Federal Government, a federal public servant (Communications, Sport, Recreation and Tourism) and as a research and strategy lead in the Office of Strategic Planning in the NSW Cabinet Office. For the past three years, and again in 2026, he has been a Learning Guide and facilities for the NSW Leadership Academy (Band 1 and Band 2 senior executives).\u003C/p>\n\u003Cp>He chaired the former NSW Digital Government Advisory Panel and the Expert Advisory Group for the Welfare Payments Infrastructure Transformation program (WPIT) for the former federal Department of Human Services (now Services Australia).\u003C/p>\n\u003Cp>He was a member of the Government 2.0 Task Force established by Federal Minister for Finance, Lindsay Tanner, in 2009. In 2017, Martin was one of 3 members of a review for the NSW Government, chaired by former NSW Premier Nick Greiner AC, of regulatory policy and strategy across the State.\u003C/p>\n\u003Cp>He was an inaugural member of the NSW AI Advisory Group which crafted the early versions of what has now become the NSW AI Assurance Framework which is also being adapted as a national AI assurance framework.\u003C/p>\n\u003Cp>Martin writes and speaks extensively on government, service design, digital transformation, the impact of AI in government and on public leadership for the digital age as well as on different dimensions of policy reform.
