It is now conventional to assume that many of our most pressing public problems — everything from climate change to terrorism to mass migration — are amenable to a “data fix.”\u003C/p>\u003Cp name=\"e8dc\" id=\"e8dc\" class=\"graf graf--p graf-after--p\">The truth, though, is a little more complicated. While there is no doubt that data — when analyzed and used responsibly — holds tremendous potential, many factors affect whether, and to what extent, that potential will ultimately be fulfilled.\u003C/p>\u003Cp name=\"658f\" id=\"658f\" class=\"graf graf--p graf-after--p\">Our ability to address complex public problems using data depends vitally on how our respective data ecosystems are designed (as well as ongoing questions of representation in, power over, and \u003Ca href=\"http://datastewards.net\" data-href=\"http://datastewards.net\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">stewardship\u003C/a> of these ecosystems).\u003C/p>\u003Cp name=\"b93c\" id=\"b93c\" class=\"graf graf--p graf-after--p\">Flaws in our data ecosystem that prevent us from addressing problems; may also be responsible for many societal failures and inequalities result from the fact that:\u003C/p>\u003Cul class=\"postList\">\u003Cli name=\"67c4\" id=\"67c4\" class=\"graf graf--li graf-after--p\">some actors have better access to data than others;\u003C/li>\u003Cli name=\"3624\" id=\"3624\" class=\"graf graf--li graf-after--li\">data is of poor quality (or even “fake”); contains implicit bias; and/or is not validated and thus not trusted;\u003C/li>\u003Cli name=\"8fc9\" id=\"8fc9\" class=\"graf graf--li graf-after--li\">only easily accessible data are shared and integrated (“\u003Ca href=\"https://blog.okfn.org/2014/03/10/open-washing-the-difference-between-opening-your-data-and-simply-making-them-available/\" data-href=\"https://blog.okfn.org/2014/03/10/open-washing-the-difference-between-opening-your-data-and-simply-making-them-available/\" class=\"markup--anchor markup--li-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">open washing\u003C/a>”) while important data remain carefully hidden or without resources for relevant research and analysis; and more generally that\u003C/li>\u003Cli name=\"27c2\" id=\"27c2\" class=\"graf graf--li graf-after--li\">even in an era of big and open data, information too often remains stove-piped, siloed, and generally difficult to access.\u003C/li>\u003C/ul>\u003Cp name=\"777d\" id=\"777d\" class=\"graf graf--p graf-after--li\">Several observers have pointed to the relationship between these information asymmetries and, for example, \u003Ca href=\"https://academic.oup.com/jleo/article/12/1/167/896197\" data-href=\"https://academic.oup.com/jleo/article/12/1/167/896197\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">corruption\u003C/a>, \u003Ca href=\"https://www.tandfonline.com/doi/pdf/10.1080/23322039.2017.1362184\" data-href=\"https://www.tandfonline.com/doi/pdf/10.1080/23322039.2017.1362184\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">financial exclusion\u003C/a>, \u003Ca href=\"https://www.oecd.org/gov/risk/46889985.pdf\" data-href=\"https://www.oecd.org/gov/risk/46889985.pdf\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">global pandemics\u003C/a>, \u003Ca href=\"http://www.cornellpress.cornell.edu/book/?GCOI=80140100627270\" data-href=\"http://www.cornellpress.cornell.edu/book/?GCOI=80140100627270\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">forced mass migration\u003C/a>, \u003Ca href=\"https://pdfs.semanticscholar.org/b8cb/cfa41b4fc07927db8d0393f8e722ad3128a0.pdf\" data-href=\"https://pdfs.semanticscholar.org/b8cb/cfa41b4fc07927db8d0393f8e722ad3128a0.pdf\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">human rights abuses\u003C/a>, and \u003Ca href=\"https://www.cis.upenn.edu/~nadiah/papers/election-auditing/election-auditing.pdf\" data-href=\"https://www.cis.upenn.edu/~nadiah/papers/election-auditing/election-auditing.pdf\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">electoral fraud\u003C/a>.\u003C/p>\u003Cp name=\"70aa\" id=\"70aa\" class=\"graf graf--p graf-after--p\">Consider the transaction costs, power inequities and other obstacles that result from such information asymmetries, namely:\u003C/p>\u003Cul class=\"postList\">\u003Cli name=\"f364\" id=\"f364\" class=\"graf graf--li graf-after--p\">At the individual level: too often someone who is trying to open a bank account (or sign up for new cell phone service) is unable to provide all the requisite information, such as credit history, proof of address or other confirmatory and trusted attributes of identity. As such, information asymmetries are in effect limiting this individual’s access to financial and communications services.\u003C/li>\u003Cli name=\"9285\" id=\"9285\" class=\"graf graf--li graf-after--li\">At the corporate level, a\u003Ca href=\"https://www.economist.com/economics-brief/2016/07/23/secrets-and-agents\" data-href=\"https://www.economist.com/economics-brief/2016/07/23/secrets-and-agents\" class=\"markup--anchor markup--li-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\"> vast body of literature\u003C/a> in economics has shown how uncertainty over the quality and trustworthiness of data can impose transaction costs, limit the development of markets for goods and services, or shut them down altogether. This is the well-known “\u003Ca href=\"https://www.sas.upenn.edu/~hfang/teaching/socialinsurance/readings/fudan_hsbc/Akerlof70%282.1%29.pdf\" data-href=\"https://www.sas.upenn.edu/~hfang/teaching/socialinsurance/readings/fudan_hsbc/Akerlof70(2.1).pdf\" class=\"markup--anchor markup--li-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">market for lemons” problem\u003C/a> made famous in a 1970 paper of the same name by George Akerlof.\u003C/li>\u003Cli name=\"b460\" id=\"b460\" class=\"graf graf--li graf-after--li\">At the societal or governance level, information asymmetries don’t just affect the efficiency of markets or social inequality. They can also incentivize unwanted behaviors that cause substantial public harm. Tyrants and corrupt politicians thrive on limiting their citizens’ access to information (e.g., information related to bank accounts, investment patterns or disbursement of public funds). Likewise, criminals, operate and succeed in the information-scarce corners of the underground economy.\u003C/li>\u003C/ul>\u003Ch4 name=\"7f0a\" id=\"7f0a\" class=\"graf graf--h4 graf-after--li\">Blockchain technologies and Information Asymmetries\u003C/h4>\u003Cp name=\"c516\" id=\"c516\" class=\"graf graf--p graf-after--h4\">This is where blockchain comes in. At their core, blockchain technologies are a new type of disclosure mechanism that have the potential to address some of the information asymmetries listed above. There are many types of blockchain technologies, and while I use the blanket term ‘blockchain’ in the below for simplicity’s sake, the nuances between different types of blockchain technologies can greatly impact the character and likelihood of success of a given initiative.\u003C/p>\u003Cp name=\"dfcc\" id=\"dfcc\" class=\"graf graf--p graf-after--p\">By leveraging a shared and verified database of ledgers stored in a distributed manner, blockchain seeks to redesign information ecosystems in a more transparent, immutable, and trusted manner. Solving information asymmetries may be the real potential of blockchain, and this — much more than the current hype over virtual currencies — is the real reason to assess its potential.\u003C/p>\u003Cfigure name=\"5441\" id=\"5441\" class=\"graf graf--figure graf-after--p\">\u003Cimg class=\"graf-image\" data-image-id=\"0*wx9xRaqJI-AfzU_j\" data-width=\"1600\" data-height=\"903\" src=\"https://cdn-images-1.medium.com/max/800/0*wx9xRaqJI-AfzU_j\">\u003C/figure>\u003Cp name=\"d075\" id=\"d075\" class=\"graf graf--p graf-after--figure\">It is important to emphasize, of course, that blockchain’s potential remains just that for the moment — only \u003Cem class=\"markup--em markup--p-em\">potential\u003C/em>. Considerable hype surrounds the emerging technology, and much remains to be done (and many obstacles overcome) if it is to achieve the enthusiasts’ vision of “\u003Ca href=\"https://www.forbes.com/sites/marshallbrown/2017/11/16/will-blockchain-unchain-the-world/#731fc432224f\" data-href=\"https://www.forbes.com/sites/marshallbrown/2017/11/16/will-blockchain-unchain-the-world/#731fc432224f\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">radical transparency\u003C/a>.”\u003C/p>\u003Cp name=\"e038\" id=\"e038\" class=\"graf graf--p graf-after--p\">At the same time, the following examples and pilots show the various countries and sectors where it is beginning to gain traction — reducing fraud and waste, combating corruption and criminal activity, and generally increasing transparency and reducing information asymmetries.\u003C/p>\u003Cul class=\"postList\">\u003Cli name=\"3efc\" id=\"3efc\" class=\"graf graf--li graf-after--p\">Moldova seeks to fight human trafficking by leveraging blockchain to establish an\u003Ca href=\"https://www.reuters.com/article/us-moldova-blockchain-child-trafficking/moldova-eyes-blockchain-to-end-child-trafficking-idUSKBN1DF2GQ\" data-href=\"https://www.reuters.com/article/us-moldova-blockchain-child-trafficking/moldova-eyes-blockchain-to-end-child-trafficking-idUSKBN1DF2GQ\" class=\"markup--anchor markup--li-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\"> immutable identity for children\u003C/a> living in rural areas. For many of these children, a lack of identification documents or other data makes them invisible and untraceable across borders to authorities, and thus makes them vulnerable to exploitation by human traffickers.\u003C/li>\u003Cli name=\"597f\" id=\"597f\" class=\"graf graf--li graf-after--li\">To prevent voter fraud as a result of information asymmetries,\u003Ca href=\"https://bitcoinmagazine.com/articles/ukraine-government-plans-to-trial-ethereum-blockchain-based-election-platform-1455641691/\" data-href=\"https://bitcoinmagazine.com/articles/ukraine-government-plans-to-trial-ethereum-blockchain-based-election-platform-1455641691/\" class=\"markup--anchor markup--li-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\"> Ukraine is using E-vox\u003C/a>, which leverages smart contracts in order to fulfill a number of Ukrainian legal requirements. The system integrates multiple types of identity verification to increase the integrity of the voting system.\u003C/li>\u003Cli name=\"b00e\" id=\"b00e\" class=\"graf graf--li graf-after--li\">\u003Ca href=\"https://www.bext360.com/\" data-href=\"https://www.bext360.com/\" class=\"markup--anchor markup--li-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">Bext360\u003C/a>, a Colorado-based startup, uses smart contracts to pay coffee farmers fairly and on time. It uses a price determined through weighing and analyzing beans by the Bext360 machine, and helps small farmers overcome information asymmetries related to pricing and other market data.\u003C/li>\u003Cli name=\"ed38\" id=\"ed38\" class=\"graf graf--li graf-after--li\">\u003Ca href=\"https://www.wetrust.io/#mission\" data-href=\"https://www.wetrust.io/#mission\" class=\"markup--anchor markup--li-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">WeTrust\u003C/a> aims to create a more inclusive financial system that would allow anyone to access fair, equitable financial services without an expensive trusted third party.\u003C/li>\u003Cli name=\"f5e9\" id=\"f5e9\" class=\"graf graf--li graf-after--li\">\u003Ca href=\"http://www.banquapp.com/\" data-href=\"http://www.banquapp.com/\" class=\"markup--anchor markup--li-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">BanQu\u003C/a> creates an economic passport for previously unbanked populations by using blockchain to record economic and financial transactions and purchase goods. It thus allows unbanked populations to establish and “prove” their identity in global supply chains.\u003C/li>\u003C/ul>\u003Ch4 name=\"e4b1\" id=\"e4b1\" class=\"graf graf--h4 graf-after--li\">Three ways Blockchain Technologies address Information Asymmetries\u003C/h4>\u003Cp name=\"374c\" id=\"374c\" class=\"graf graf--p graf-after--h4\">These and other examples highlight that blockchain technologies can broadly address information asymmetries in three ways:\u003C/p>\u003Cfigure name=\"44ae\" id=\"44ae\" class=\"graf graf--figure graf-after--p\">\u003Cimg class=\"graf-image\" data-image-id=\"0*o7Xcr8WYKHTpqjuT\" data-width=\"1600\" data-height=\"899\" src=\"https://cdn-images-1.medium.com/max/800/0*o7Xcr8WYKHTpqjuT\">\u003C/figure>\u003Col class=\"postList\">\u003Cli name=\"62c1\" id=\"62c1\" class=\"graf graf--li graf-after--figure\">Addressing information asymmetries at the supply and value chain by improving\u003Cstrong class=\"markup--strong markup--li-strong\"> track and trace:\u003C/strong> The impact of blockchain is already starting to be felt in global supply chains, including in the \u003Ca href=\"https://www.nap.edu/catalog/18272/countering-the-problem-of-falsified-and-substandard-drugs\" data-href=\"https://www.nap.edu/catalog/18272/countering-the-problem-of-falsified-and-substandard-drugs\" class=\"markup--anchor markup--li-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">pharmaceuticals\u003C/a> and \u003Ca href=\"https://www.mitpressjournals.org/doi/abs/10.1162/inov_a_00266\" data-href=\"https://www.mitpressjournals.org/doi/abs/10.1162/inov_a_00266\" class=\"markup--anchor markup--li-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">food industries.\u003C/a> By immutably recording various steps in supply chains, (and other logistics chains), blockchain has the potential to reduce waste and fraud, crack down on duplicates and illicit products, and increase consumer safety. Blockchain in effect allows transparency watchdogs, as well as average consumers, to track the provenance of goods they purchase and consume, (such as \u003Ca href=\"https://diamonds.everledger.io/\" data-href=\"https://diamonds.everledger.io/\" class=\"markup--anchor markup--li-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">diamonds\u003C/a>), in the process leveraging the power of information so that consumers and citizens can make better choices.\u003C/li>\u003Cli name=\"d2a4\" id=\"d2a4\" class=\"graf graf--li graf-after--li\">Addressing asymmetries related to the management of\u003Cstrong class=\"markup--strong markup--li-strong\"> identity attributes: \u003C/strong>The lack of verifiable, self-sovereign identities is emerging as one of the major problems of the information age, enabling everything from identity theft to privacy violations, new and existing forms of surveillance, and other forms of fraud. Today, citizens do not control their online presences, and this not only leads to immediate problems but erodes long-term trust in the entire data ecosystem. Several projects are underway to use blockchain to remedy this situation. For example, the\u003Ca href=\"https://illinoisblockchain.tech/\" data-href=\"https://illinoisblockchain.tech/\" class=\"markup--anchor markup--li-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">Illinois Blockchain Initiative\u003C/a> launched a pilot project testing the value and feasibility of putting citizen birth certificates on the blockchain, giving citizens more control and an easier way to verify their identities. Likewise, Massachusetts Institute of Technology (MIT) is in the second year of a project providing blockchain-based \u003Ca href=\"http://news.mit.edu/2017/mit-debuts-secure-digital-diploma-using-bitcoin-blockchain-technology-1017\" data-href=\"http://news.mit.edu/2017/mit-debuts-secure-digital-diploma-using-bitcoin-blockchain-technology-1017\" class=\"markup--anchor markup--li-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">digital diplomas\u003C/a> to students. Though still reliant on the registrar’s office, the project aims to provide alums with more control over their credentials and the ability of others to view them.\u003C/li>\u003Cli name=\"53ce\" id=\"53ce\" class=\"graf graf--li graf-after--li\">Addressing transactional inefficiencies resulting from information asymmetries through\u003Cstrong class=\"markup--strong markup--li-strong\"> smart contracting: \u003C/strong>Much has been made ofblockchain’s potential for automated contracting. \u003Ca href=\"https://blockgeeks.com/guides/smart-contracts/\" data-href=\"https://blockgeeks.com/guides/smart-contracts/\" class=\"markup--anchor markup--li-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">Smart contracting\u003C/a> has the potential to reduce fraud and transaction costs for businesses, governments and citizens. More generally, it has the potential to drastically simplify processes (by, for example, automating compliance and enforcement), thus opening up new business models and permitting average citizens to enter into complex and hitherto expensive arrangements with businesses, governments and each other. Smart contracting is an example of how\u003Ca href=\"https://papers.ssrn.com/sol3/papers.cfm?abstract_id=2985764\" data-href=\"https://papers.ssrn.com/sol3/papers.cfm?abstract_id=2985764\" class=\"markup--anchor markup--li-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\"> existing information asymmetries can potentially be leveled and flattened, putting more power into the hands of citizens and consumers.\u003C/a>\u003C/li>\u003C/ol>\u003Ch4 name=\"318a\" id=\"318a\" class=\"graf graf--h4 graf-after--li\">Blockchain Technologies and Traditional Means of Addressing Information Asymmetries\u003C/h4>\u003Cp name=\"e257\" id=\"e257\" class=\"graf graf--p graf-after--h4\">To date, information asymmetries needed to be overcome through a variety of institutional and ‘\u003Ca href=\"https://www.sciencedirect.com/science/article/pii/S0378720612000444\" data-href=\"https://www.sciencedirect.com/science/article/pii/S0378720612000444\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">signalling\u003C/a>’ means — such as the enforcement of \u003Ca href=\"https://onlinelibrary.wiley.com/doi/abs/10.1002/agr.20020\" data-href=\"https://onlinelibrary.wiley.com/doi/abs/10.1002/agr.20020\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">liability and traceability provisions \u003C/a>and/or disclosure requirements or \u003Ca href=\"https://papers.ssrn.com/sol3/papers.cfm?abstract_id=298169\" data-href=\"https://papers.ssrn.com/sol3/papers.cfm?abstract_id=298169\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">monitoring\u003C/a> by well-known and trusted institutions; the establishment of industry standards or professional norms; \u003Ca href=\"https://www.sciencedirect.com/science/article/pii/S0277953608000592\" data-href=\"https://www.sciencedirect.com/science/article/pii/S0277953608000592\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">reputation-based mechanisms;\u003C/a> or even “\u003Ca href=\"https://en.wikipedia.org/wiki/Contingent_contracts\" data-href=\"https://en.wikipedia.org/wiki/Contingent_contracts\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">outcome-contingent” contracts\u003C/a> (where the buyer does not pay until the outcome of the service is known). Recent developments toward “\u003Ca href=\"http://odimpact.org/\" data-href=\"http://odimpact.org/\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">open data\u003C/a>” or “\u003Ca href=\"https://www.open-contracting.org/\" data-href=\"https://www.open-contracting.org/\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">open contracting\u003C/a>” as part of the move toward “\u003Ca href=\"http://opening-governance.org/\" data-href=\"http://opening-governance.org/\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">open government\u003C/a>” can also be portrayed as efforts to prevent or address information (and power) asymmetries.\u003C/p>\u003Cp name=\"fa84\" id=\"fa84\" class=\"graf graf--p graf-after--p\">These institutional solutions, however, are dependent not just upon strong and trusted societal intermediaries but also upon an individual’s ability to access those intermediaries, or leverage the data made available, which explains why information asymmetries \u003Ca href=\"https://www.youtube.com/watch?v=pcYJTIbhYF0\" data-href=\"https://www.youtube.com/watch?v=pcYJTIbhYF0\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">affect less developed countries\u003C/a> and already excluded people more.\u003C/p>\u003Cp name=\"ef94\" id=\"ef94\" class=\"graf graf--p graf-after--p\">Whether blockchain technologies will provide a distributed, more egalitarian and democratic alternative to these institutional solutions remains to be seen as the presence of these same \u003Ca href=\"https://www.igi-global.com/book/trust-technology-ubiquitous-modern-environment/37347\" data-href=\"https://www.igi-global.com/book/trust-technology-ubiquitous-modern-environment/37347\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">trust providing mechanisms\u003C/a> may in fact be conditional for blockchain to be successfully implemented. He led strategy and design work on digital transformation and public policy and public sector reform projects in government, education, health, human services and urbanisation in India, China, South-East Asia, Australia and New Zealand.\u003C/p>\n\u003Cp>Prior to his role in Cisco, Martin held various policy and management roles in the federal public sector, including Chief of Staff to a Minister in the Federal Government, a federal public servant (Communications, Sport, Recreation and Tourism) and as a research and strategy lead in the Office of Strategic Planning in the NSW Cabinet Office. For the past three years, and again in 2026, he has been a Learning Guide and facilities for the NSW Leadership Academy (Band 1 and Band 2 senior executives).\u003C/p>\n\u003Cp>He chaired the former NSW Digital Government Advisory Panel and the Expert Advisory Group for the Welfare Payments Infrastructure Transformation program (WPIT) for the former federal Department of Human Services (now Services Australia).\u003C/p>\n\u003Cp>He was a member of the Government 2.0 Task Force established by Federal Minister for Finance, Lindsay Tanner, in 2009. In 2017, Martin was one of 3 members of a review for the NSW Government, chaired by former NSW Premier Nick Greiner AC, of regulatory policy and strategy across the State.\u003C/p>\n\u003Cp>He was an inaugural member of the NSW AI Advisory Group which crafted the early versions of what has now become the NSW AI Assurance Framework which is also being adapted as a national AI assurance framework.\u003C/p>\n\u003Cp>Martin writes and speaks extensively on government, service design, digital transformation, the impact of AI in government and on public leadership for the digital age as well as on different dimensions of policy reform.
