From climate change to terrorism, the difficulties confronting policy makers are unprecedented in their variety, but also in their complexity. Our existing policy tool kit seems stale and outdated. Increasingly, it is clear, we need not only new solutions but also \u003Ca href=\"https://www.opendemocracy.net/stefaan-g-verhulst/from-resistance-to-reimagining-governance-6-shifts-that-can-improve-way-we-solve-\" data-href=\"https://www.opendemocracy.net/stefaan-g-verhulst/from-resistance-to-reimagining-governance-6-shifts-that-can-improve-way-we-solve-\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">new methods for arriving at solutions\u003C/a>.\u003C/p>\u003Cp name=\"54d1\" id=\"54d1\" class=\"graf graf--p graf-after--p\">Data, and new methods for organizations to collaborate in order to extract insights from data, is likely to become more central to meeting these challenges. We live in a quantified era. \u003Ca href=\"https://www.domo.com/learn/data-never-sleeps-5?aid=ogsm072517_1&sf100871281=1\" data-href=\"https://www.domo.com/learn/data-never-sleeps-5?aid=ogsm072517_1&sf100871281=1\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">It is estimated\u003C/a> that 90% of the world’s data was generated in the last two years — from which entirely new inferences can be extracted and applied to help address some of today’s most vexing problems.\u003C/p>\u003Cp name=\"5e25\" id=\"5e25\" class=\"graf graf--p graf-after--p\">In particular, the vast streams of data generated through digital transactions, mobile phones, social media platforms, GPS devices and other sensors, when analyzed responsibly, can offer insights into societal patterns and behaviors. These insights could be harnessed to inform decision-making, solve policy issues, provide for new scientific insights, enable more targeted interventions and improve public service delivery. At the same time, large datasets create their own problems — of complexity and noise, risks to privacy and security, and the potential to have a disparate impact on already vulnerable populations.\u003C/p>\u003Cp name=\"d598\" id=\"d598\" class=\"graf graf--p graf-after--p\">One of the greatest tasks of our era may be figuring out how to unlock and harness the value of this data to provide actionable insights for positive social and economic impacts.\u003C/p>\u003Ch3 name=\"bf0c\" id=\"bf0c\" class=\"graf graf--h3 graf-after--p\">How to harness the potential of private data toward public ends?\u003C/h3>\u003Cp name=\"e980\" id=\"e980\" class=\"graf graf--p graf-after--h3\">Over the last two years, we have focused on the opportunities (and challenges) surrounding what we call “\u003Ca href=\"http://datacollaboratives.org/\" data-href=\"http://datacollaboratives.org/\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">data collaboratives\u003C/a>.” Data collaboratives are an emerging form of public-private partnership, in which information held by companies (or other entities) is shared with the public sector, civil society groups, research institutes and international organizations. These entities — a new form of collaboration for the data age — have now been tried out across sectors, and around the world. \u003Ca href=\"http://datacollaboratives.org/cases/mobile-positioning-for-tourism-statistics.html\" data-href=\"http://datacollaboratives.org/cases/mobile-positioning-for-tourism-statistics.html\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">In Estonia\u003C/a>, anonymized mobile phone data is being used to understand the volume of tourism and foreign workers, and to tailor government services and transport options to them accordingly. \u003Ca href=\"http://datacollaboratives.org/cases/tracking-malaria-in-namibia-with-cell-phone-data.html\" data-href=\"http://datacollaboratives.org/cases/tracking-malaria-in-namibia-with-cell-phone-data.html\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">In Namibia\u003C/a>, satellite imagery and telecom businesses are sharing data to help track the spread of malaria. Data collaborative-type entities have also emerged in sectors as varied as \u003Ca href=\"http://datacollaboratives.org/cases/intels-big-data-for-precision-farming.html\" data-href=\"http://datacollaboratives.org/cases/intels-big-data-for-precision-farming.html\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">agriculture\u003C/a>, \u003Ca href=\"http://datacollaboratives.org/cases/mapping-snow-melting-in-the-sierra-nevada.html\" data-href=\"http://datacollaboratives.org/cases/mapping-snow-melting-in-the-sierra-nevada.html\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">climate change mitigation\u003C/a>, \u003Ca href=\"https://ssir.org/articles/entry/the_potential_and_practice_of_data_collaboratives_for_migration\" data-href=\"https://ssir.org/articles/entry/the_potential_and_practice_of_data_collaboratives_for_migration\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">migration\u003C/a>, economic development, and \u003Ca href=\"http://datacollaboratives.org/cases/measuring-poverty-from-space.html\" data-href=\"http://datacollaboratives.org/cases/measuring-poverty-from-space.html\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">poverty alleviation\u003C/a>, among many others.\u003C/p>\u003Cfigure name=\"631b\" id=\"631b\" class=\"graf graf--figure graf-after--p\">\u003Cimg class=\"graf-image\" data-image-id=\"1*hE328heFa7zdJ24jZNYsFA.png\" data-width=\"1514\" data-height=\"802\" src=\"https://cdn-images-1.medium.com/max/800/1*hE328heFa7zdJ24jZNYsFA.png\">\u003Cfigcaption class=\"imageCaption\">\u003Ca href=\"http://datacollaboratives.org/\" data-href=\"http://datacollaboratives.org/\" class=\"markup--anchor markup--figure-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">http://datacollaboratives.org/\u003C/a>\u003C/figcaption>\u003C/figure>\u003Cp name=\"6021\" id=\"6021\" class=\"graf graf--p graf-after--figure\">For all its promise, the practice of data collaboratives remains ad hoc and limited. In part, this is a result of the lack of a well-defined, professionalized concept of data stewardship within corporations that has a mandate to explore ways to harness the potential of their data towards positive public ends.\u003C/p>\u003Cp name=\"cecb\" id=\"cecb\" class=\"graf graf--p graf-after--p\">Today, each attempt to establish a cross-sector partnership built on the analysis of private-sector data requires significant and time-consuming efforts, and businesses rarely have personnel tasked with undertaking such efforts and making relevant decisions.\u003C/p>\u003Cp name=\"7195\" id=\"7195\" class=\"graf graf--p graf-after--p\">As a consequence, the process of establishing data collaboratives and leveraging privately held data for evidence-based policy making and service delivery is onerous, generally one-off, not informed by best practices or any shared knowledge base, and prone to dissolution when the champions involved move on to other functions.\u003C/p>\u003Cp name=\"5723\" id=\"5723\" class=\"graf graf--p graf-after--p\">By establishing data stewardship as a corporate function, recognized and trusted within corporations as a valued responsibility, and by creating the methods and tools needed for responsible data-sharing, the practice of data collaboratives can become regularized, predictable, and de-risked.\u003C/p>\u003Ch3 name=\"b69f\" id=\"b69f\" class=\"graf graf--h3 graf-after--p\">Datastewards.net\u003C/h3>\u003Cp name=\"49bf\" id=\"49bf\" class=\"graf graf--p graf-after--h3\">With support from the \u003Ca href=\"https://www.hewlett.org/strategy/citizen-voices-and-evidence-informed-policy/\" data-href=\"https://www.hewlett.org/strategy/citizen-voices-and-evidence-informed-policy/\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">Hewlett Foundation\u003C/a>, \u003Ca href=\"http://thegovlab.org/\" data-href=\"http://thegovlab.org/\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">the GovLab\u003C/a> has embarked on a project called \u003Ca href=\"https://datastewards.net/\" data-href=\"https://datastewards.net/\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">Datastewards.net\u003C/a> toward conceptualizing and professionalizing data stewardship (and the use of data collaboratives) and establishing well-defined data responsibility approaches. \u003Ca href=\"http://www.brightfrontgroup.com/\" data-href=\"http://www.brightfrontgroup.com/\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">Brightfront\u003C/a> and \u003Ca href=\"http://www.weareadapt.io/\" data-href=\"http://www.weareadapt.io/\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">Adapt\u003C/a> are our operational partners.\u003C/p>\u003Cp name=\"f4fd\" id=\"f4fd\" class=\"graf graf--p graf-after--p\">To take stock of current practice and scope needs and opportunities we held a small yet in-depth kick-off event at the offices of the \u003Ca href=\"https://www.cloudera.com/more/news-and-blogs/press-releases/2017-09-26-new-cloudera-foundation-data-analytics-machine-learning-improve-peoples-lives.html\" data-href=\"https://www.cloudera.com/more/news-and-blogs/press-releases/2017-09-26-new-cloudera-foundation-data-analytics-machine-learning-improve-peoples-lives.html\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">Cloudera Foundation\u003C/a> in San Francisco on May 8th 2018 that was attended by representatives from Linkedin, Facebook, Uber, Mastercard, DigitalGlobe, Cognizant, Streetlight Data, the World Economic Forum, and Nethope — among others.\u003C/p>\u003Cp name=\"781f\" id=\"781f\" class=\"graf graf--p graf-after--p\">Participants described their experiences with data collaboration, mapped key opportunities and challenges, and also discussed the roles and responsibilities of “data stewards” — groups or individuals within corporations responsible for how data is collected, stored and used, and upon whose decisions the ultimate success or failure of data collaboratives often depend.\u003C/p>\u003Cfigure name=\"6d79\" id=\"6d79\" class=\"graf graf--figure graf-after--p\">\u003Cimg class=\"graf-image\" data-image-id=\"1*punK5OtQmjVeRxaxThIjRQ.png\" data-width=\"2184\" data-height=\"1010\" src=\"https://cdn-images-1.medium.com/max/800/1*punK5OtQmjVeRxaxThIjRQ.png\">\u003C/figure>\u003Ch3 name=\"40ca\" id=\"40ca\" class=\"graf graf--h3 graf-after--figure\">Four Key Take Aways\u003C/h3>\u003Cp name=\"fb71\" id=\"fb71\" class=\"graf graf--p graf-after--h3\">The discussions were varied and wide-ranging.\u003C/p>\u003Cp name=\"09b3\" id=\"09b3\" class=\"graf graf--p graf-after--p\">Several reflected on the risks involved — including the risks of NOT sharing or collaborating on privately held data that could improve people’s lives (and in some occasions save lives).\u003C/p>\u003Cp name=\"a272\" id=\"a272\" class=\"graf graf--p graf-after--p\">Others warned that the window of opportunity to increase the practice of data collaboratives may be closing — given new regulatory requirements and other barriers that may disincentivize corporations from engaging with third parties around their data.\u003C/p>\u003Cp name=\"b03d\" id=\"b03d\" class=\"graf graf--p graf-after--p\">Ultimately four key take aways emerged. These areas — at the nexus of opportunities and challenges — are worth considering further, because they help us better understand both the potential and limitations of data collaboratives.\u003C/p>\u003Cp name=\"0585\" id=\"0585\" class=\"graf graf--p graf--hasDropCapModel graf--hasDropCap graf-after--p\">\u003Cspan class=\"graf-dropCap\">1\u003C/span>\u003Cstrong class=\"markup--strong markup--p-strong\">Maturity: \u003C/strong>Attendees pointed out that the field of data collaboratives is fledgling, still ill-defined, and that this poses certain challenges to more widespread adoption.\u003C/p>\u003Cp name=\"1af2\" id=\"1af2\" class=\"graf graf--p graf-after--p\">In particular, awareness among the public at large is limited, which leads to ambivalence or even outright suspicion. Corporations themselves also often don’t appreciate the value of sharing data (or, like the public, remain skeptical), which similarly limits the amounts of private data that are shared or made available for the public good. There often exist confusion or a lack of understanding on how to pursue the aims of public good in the context of a profit driven business model.\u003C/p>\u003Cp name=\"b5c4\" id=\"b5c4\" class=\"graf graf--p graf-after--p\">In addition, conference attendees pointed out that both holders and recipients of data often lack the requisite skills or resources to adequately use and maximize the potential of shared information. Increasing human and technical capacity — along with raising general awareness — is therefore critical to expanding the use of data collaboratives. More generally, the field requires more research, and a better, shared understanding of what works, and what doesn’t.\u003C/p>\u003Cp name=\"a841\" id=\"a841\" class=\"graf graf--p graf--hasDropCapModel graf--hasDropCap graf-after--p\">\u003Cspan class=\"graf-dropCap\">2\u003C/span>\u003Cstrong class=\"markup--strong markup--p-strong\">Transaction Costs: \u003C/strong>Conference\u003Cstrong class=\"markup--strong markup--p-strong\"> \u003C/strong>participants also pointed to the high transaction costs (not limited to financial costs) faced by both sharers and recipients of data.\u003C/p>\u003Cp name=\"2c19\" id=\"2c19\" class=\"graf graf--p graf-after--p\">These can take the form of costs of preparing data; identifying and vetting potential partners; de-risking data (e.g., to ensure privacy); and of negotiating both the legal and commercial terms of sharing between participants.\u003C/p>\u003Cp name=\"d181\" id=\"d181\" class=\"graf graf--p graf-after--p\">Technical interoperability can also be an issue; data accessibility and usability remain key challenges.\u003C/p>\u003Cp name=\"8c8b\" id=\"8c8b\" class=\"graf graf--p graf-after--p\">Importantly, transaction costs are especially burdensome for small businesses and other entities that are often under-funded, or under-resourced in other ways. Eliminating or mitigating these transaction costs is therefore essential not only to more widely disseminating data collaboratives, but also to ensuring a level playing field that may widen the scope for innovation.\u003C/p>\u003Cp name=\"d6eb\" id=\"d6eb\" class=\"graf graf--p graf--hasDropCapModel graf--hasDropCap graf-after--p\">\u003Cspan class=\"graf-dropCap\">3\u003C/span>\u003Cstrong class=\"markup--strong markup--p-strong\">Scaling:\u003C/strong> Despite lessons learned from existing examples, it is often difficult to scale or replicate data collaboratives. What works in one instance frequently seems to be less successful in another. A promising small-scale sharing project may have trouble spreading its wings to include new and more data. These are all key issues to be dealt with if the potential of data sharing is to be realized.\u003C/p>\u003Cp name=\"418e\" id=\"418e\" class=\"graf graf--p graf-after--p\">In order to overcome these challenges, participants suggested the need for new unified brokerage platforms in which there will be mechanisms that could help groups find new opportunities or identify new partners for collaboration.\u003C/p>\u003Cp name=\"13a9\" id=\"13a9\" class=\"graf graf--p graf-after--p\">Pooling of efforts, expertise and experience is perceived as essential, especially for smaller groups that lack the necessary resources.\u003C/p>\u003Cp name=\"d8ed\" id=\"d8ed\" class=\"graf graf--p graf-after--p\">Overall, there remains a clear need for best practices and standardized pathways that can help guide small, incipient projects into larger, more successful — and more socially resonant — collaborations.\u003C/p>\u003Cp name=\"cebb\" id=\"cebb\" class=\"graf graf--p graf-after--p\">And finally, there is a need buy-in from senior leadership at the C-level — leaders with a mandate to make decisions and set direction — to embrace the opportunity, set an example, and take responsibility for leveraging data for public good.\u003C/p>\u003Cp name=\"a21a\" id=\"a21a\" class=\"graf graf--p graf--hasDropCapModel graf--hasDropCap graf-after--p\">\u003Cspan class=\"graf-dropCap\">4\u003C/span>\u003Cstrong class=\"markup--strong markup--p-strong\">Community of practice:\u003C/strong> Finally, there was broad consensus at the conference on the need for a well-established community of practice and expertise where current and future data stewards could share experiences and resources. Such an environment, which could take the form of either formal or informal structures, would offer a safe environment for practitioners to trade stories, tools and lessons.\u003C/p>\u003Cp name=\"e6a6\" id=\"e6a6\" class=\"graf graf--p graf-after--p\">Some called for the creation of a repository that would include a collection of existing MOUs, contract language, and legal frameworks, as well as a mapping of firms pioneering data uses for public good.\u003C/p>\u003Cp name=\"af1c\" id=\"af1c\" class=\"graf graf--p graf-after--p\">Furthermore, senior leadership from the private sector could assume ownership of such collaborations and recognize that the value of their data can be leveraged for public good without compromising their operational objectives.\u003C/p>\u003Ch3 name=\"8b8f\" id=\"8b8f\" class=\"graf graf--h3 graf-after--p\">Next Steps\u003C/h3>\u003Cp name=\"aae8\" id=\"aae8\" class=\"graf graf--p graf-after--h3\">Moving forward we will further explore the various forms and manifestations that such a community could take, toward the \u003Cstrong class=\"markup--strong markup--p-strong\">launch of a first-of-its-kind\u003C/strong>\u003Ca href=\"https://datastewards.net/\" data-href=\"https://datastewards.net/\" class=\"markup--anchor markup--p-anchor\" rel=\"nofollow noopener noopener\" target=\"_blank\">\u003Cstrong class=\"markup--strong markup--p-strong\">Data Stewards Network\u003C/strong>\u003C/a> in the next few months. For the past three years, and again in 2026, he has been a Learning Guide and facilities for the NSW Leadership Academy (Band 1 and Band 2 senior executives).\u003C/p>\n\u003Cp>He chaired the former NSW Digital Government Advisory Panel and the Expert Advisory Group for the Welfare Payments Infrastructure Transformation program (WPIT) for the former federal Department of Human Services (now Services Australia).\u003C/p>\n\u003Cp>He was a member of the Government 2.0 Task Force established by Federal Minister for Finance, Lindsay Tanner, in 2009.
