Graduate students in the Clinic, along with GovLab Research Fellows, conducted interviews and documented each issue extensively in an effort to define the problem of corruption by its root causes. In turn, the briefs they developed would anchor a specialized online session to focus the invited experts on identifying workable solutions in the form of new policies and services.\u003C/p>\u003Cp name=\"0826\" id=\"0826\" class=\"graf graf--p graf-after--p\">Each of the conferences centered around a robust, deliberative dialogue moderated by Professor Noveck between approximately two dozen specialists from multiple disciplines along with the government officials in Mexico who will subsequently be responsible for the implementation of the most promising ideas. Among the potential \u003Ca href=\"https://docs.google.com/document/d/17v7RJtyVFAcsvSC5VwwpGjSH0AVY8E1Srf-be--HhJg/edit#heading=h.g2apt3v66xd6\" data-href=\"https://docs.google.com/document/d/17v7RJtyVFAcsvSC5VwwpGjSH0AVY8E1Srf-be--HhJg/edit#heading=h.g2apt3v66xd6\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">solutions\u003C/a> was the idea to employ technology to \u003Cstrong class=\"markup--strong markup--p-strong\">\u003Cem class=\"markup--em markup--p-em\">enable the public to\u003C/em>\u003C/strong> \u003Cstrong class=\"markup--strong markup--p-strong\">\u003Cem class=\"markup--em markup--p-em\">oversee and participate in the selection, evaluation and removal of judges.\u003C/em> \u003C/strong>In addition, \u003Cstrong class=\"markup--strong markup--p-strong\">\u003Cem class=\"markup--em markup--p-em\">conference participants expressed the belief that digital platforms providing standardized data on the performance of judges and courts could help identify and prevent malfeasance.\u003C/em>\u003C/strong>\u003C/p>\u003Cp name=\"5a29\" id=\"5a29\" class=\"graf graf--p graf-after--p\">\u003Ca href=\"https://docs.google.com/document/d/19Je4yFyPh_jT312Zdh0hNAK4jj80u0HgaGKL1_vkkvQ/edit\" data-href=\"https://docs.google.com/document/d/19Je4yFyPh_jT312Zdh0hNAK4jj80u0HgaGKL1_vkkvQ/edit\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">\u003Cstrong class=\"markup--strong markup--p-strong\">Facilitating Citizen Participation in Policymaking\u003C/strong>\u003C/a>\u003Cstrong class=\"markup--strong markup--p-strong\">:\u003Cem class=\"markup--em markup--p-em\"> \u003C/em>\u003C/strong>The third discussion focused on the lack of public engagement opportunities in anti-corruption efforts and how to gather permanent and sustained contributions from citizens. Reviewing their experiences using platforms, conference participants \u003Ca href=\"https://docs.google.com/document/d/1rv1mqgnMDw5QjQrNEWYP2kRuqbIyc_FqV7qsmX1GwQM/edit\" data-href=\"https://docs.google.com/document/d/1rv1mqgnMDw5QjQrNEWYP2kRuqbIyc_FqV7qsmX1GwQM/edit\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">suggested\u003C/a> establishing a means of communication between the Federal Government of Mexico and its citizens by \u003Cstrong class=\"markup--strong markup--p-strong\">\u003Cem class=\"markup--em markup--p-em\">designing a collaborative online platform that allows individuals and communities to propose, to any government agency, policies and mechanisms to address corruption risks\u003C/em>\u003C/strong>. Participants also discussed a solution geared toward managing citizen participation efforts, where they suggested that Mexican authorities\u003Cstrong class=\"markup--strong markup--p-strong\">\u003Cem class=\"markup--em markup--p-em\"> develop a series of materials and events to promote receptiveness of citizens’ input to create, and improve and adjust anti-corruption efforts within the government.\u003C/em>\u003C/strong>\u003C/p>\u003Cp name=\"a79b\" id=\"a79b\" class=\"graf graf--p graf-after--p\">\u003Ca href=\"https://docs.google.com/document/d/1Gx_v9qFsukEG8AqWZlDSNiY0iUaz1xcwQvr8gQMDpgU/edit\" data-href=\"https://docs.google.com/document/d/1Gx_v9qFsukEG8AqWZlDSNiY0iUaz1xcwQvr8gQMDpgU/edit\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">\u003Cstrong class=\"markup--strong markup--p-strong\">Ensuring Whistleblower Support and Protection\u003C/strong>\u003C/a>\u003Cstrong class=\"markup--strong markup--p-strong\">: \u003C/strong>The focus on public engagement was also present in the fourth conference, which focused on a shortage of trustworthy whistleblowing mechanisms. To incentivize reporting,\u003Cstrong class=\"markup--strong markup--p-strong\">\u003Cem class=\"markup--em markup--p-em\"> participants \u003C/em>\u003C/strong>\u003Ca href=\"https://docs.google.com/document/d/1uk5jIKsCfZpGGnkCmNAqzE2lzWKmZnoRAOQ9uyK6AsA/edit\" data-href=\"https://docs.google.com/document/d/1uk5jIKsCfZpGGnkCmNAqzE2lzWKmZnoRAOQ9uyK6AsA/edit\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">\u003Cstrong class=\"markup--strong markup--p-strong\">\u003Cem class=\"markup--em markup--p-em\">proposed \u003C/em>\u003C/strong>\u003C/a>\u003Cstrong class=\"markup--strong markup--p-strong\">\u003Cem class=\"markup--em markup--p-em\">the idea of developing secure online platforms that are co-managed by government and civil society organizations to protect anonymity and increase accountability. \u003C/em>\u003C/strong>They also argued that the burden for successful reporting should be shifted from whistleblowers to managers. For instance, \u003Cstrong class=\"markup--strong markup--p-strong\">\u003Cem class=\"markup--em markup--p-em\">a general repository of best practices for prosecuting corruption could provide key references to build solid cases. \u003C/em>\u003C/strong>Additionally, another \u003Ca href=\"https://docs.google.com/document/d/12jBTMwJVrM4bVQ0uTIkXNgrDUoTgqCIsyIlP62vADus/edit\" data-href=\"https://docs.google.com/document/d/12jBTMwJVrM4bVQ0uTIkXNgrDUoTgqCIsyIlP62vADus/edit\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">solution \u003C/a>\u003Cstrong class=\"markup--strong markup--p-strong\">\u003Cem class=\"markup--em markup--p-em\">focused on ways of building up forensic data science skills within the office of the prosecutor.\u003C/em>\u003C/strong>\u003C/p>\u003Cp name=\"94a6\" id=\"94a6\" class=\"graf graf--p graf-after--p\">\u003Ca href=\"https://docs.google.com/document/d/1k76zaXwf0EI7qqWDaUa0XKW72S8w4YH-v5XPoCOCfQQ/edit\" data-href=\"https://docs.google.com/document/d/1k76zaXwf0EI7qqWDaUa0XKW72S8w4YH-v5XPoCOCfQQ/edit\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">\u003Cstrong class=\"markup--strong markup--p-strong\">Tracking and Analyzing Money Flows\u003C/strong>\u003C/a>\u003Cstrong class=\"markup--strong markup--p-strong\">:\u003Cem class=\"markup--em markup--p-em\"> \u003C/em>\u003C/strong>The final conference addressed the problem of accurately tracking and recording money flows in public procurement and public financing. In order to strengthen the quantity and quality of money flow records, conference participants \u003Ca href=\"https://docs.google.com/document/d/1aXIoBxP9Q0lSFUK6xitskMBJwBBkWwhLH9YcYvRw4uE/edit\" data-href=\"https://docs.google.com/document/d/1aXIoBxP9Q0lSFUK6xitskMBJwBBkWwhLH9YcYvRw4uE/edit\" class=\"markup--anchor markup--p-anchor\" rel=\"noopener\" target=\"_blank\">suggested \u003C/a>\u003Cstrong class=\"markup--strong markup--p-strong\">\u003Cem class=\"markup--em markup--p-em\">developing financial incentives to encourage voluntary disclosure of corporate beneficial ownership and other legal entity data. \u003C/em>\u003C/strong>Participants also focused attention on methods of analyzing money flows, and recommended \u003Cstrong class=\"markup--strong markup--p-strong\">\u003Cem class=\"markup--em markup--p-em\">developing customized machine learning algorithms that could run on open data to detect corruption in public procurement. He co-directs ANZSOG’s Deputies Leadership Program with Kathryn Anderson, that integrates a significant focus on the evolution of leadership responses to the opportunities and risks of digital, data and AI capabilities and platforms.\u003C/p>\n\u003Cp>From 2001 to 2013, Martin led the Asia-Pacific public sector consulting and innovation team in Cisco’s Internet Business Solutions Group (IBSG). He led strategy and design work on digital transformation and public policy and public sector reform projects in government, education, health, human services and urbanisation in India, China, South-East Asia, Australia and New Zealand.\u003C/p>\n\u003Cp>Prior to his role in Cisco, Martin held various policy and management roles in the federal public sector, including Chief of Staff to a Minister in the Federal Government, a federal public servant (Communications, Sport, Recreation and Tourism) and as a research and strategy lead in the Office of Strategic Planning in the NSW Cabinet Office.
