The activity took the form of \u003Cstrong class=\"markup--strong markup--p-strong\">a contest\u003C/strong>. Once issued our individual definitions, we had also to vote for those which we liked the most, being blind to their authorship. We could vote for our two preferred ones (one vote to each) or give two votes to our absolute winner.\u003C/p>\u003Ch4 name=\"ed7d\" id=\"ed7d\" class=\"graf graf--h4 graf-after--p\">\u003Cstrong class=\"markup--strong markup--h4-strong\">How can you explain what Crowdlaw is to a kid in less than 100 words?\u003C/strong>\u003C/h4>\u003Cp name=\"afcd\" id=\"afcd\" class=\"graf graf--p graf-after--h4\">As one of the greatest challenges we faced during the meeting was precisely to make our minds about what Crowdlaw exactly was for each of us, and then, hopefully, get some agreement about it, trying to explain it in a few simple words to someone who is not even much familiar with politics, governance, or the idea of lawmaking itself, was a terrific exercise.\u003C/p>\u003Cp name=\"46f3\" id=\"46f3\" class=\"graf graf--p graf-after--p\">Children of 8 to 10 years are an amazing source of inspiration. They are terribly curious and pragmatic. They not only want to know everything, they also want to \u003Cstrong class=\"markup--strong markup--p-strong\">understand\u003C/strong> everything around them. They know enough about the world to become able to understand more and more complex ideas. They have quite an understanding of what is right and what is wrong, what good and what evil. They understand basic human motivations pretty well. And they add, to their usual previous passions for nature, human (architectural/urban) structures or basic interpersonal relationships, a fresh new fascination for social structures and institutions (be that the extended family, the communal life, the traffic regulations, the government, the army, the school, or a hospital). On the other hand, for good and for bad, they don’t know much about the complexity (or the context, or the history) of such social and institutional structures. They are unprejudiced about them, as about new innovative ideas. But they often underestimate the difficulties involved in institutional reform.\u003C/p>\u003Cp name=\"edcd\" id=\"edcd\" class=\"graf graf--p graf-after--p\">\u003Cstrong class=\"markup--strong markup--p-strong\">We produced \u003C/strong>\u003Ca href=\"#c5b8\" data-href=\"#c5b8\" class=\"markup--anchor markup--p-anchor\">\u003Cstrong class=\"markup--strong markup--p-strong\">23 nice definitions\u003C/strong>\u003C/a>. We can fairly say that none was bad. Some were pretty short (one of them had only three words), while others were substantially longer. Many tried to make comparisons between lawmaking and analogue situations in children’s daily life (school trips, family situations, playgrounds, classroom situations), while others tried to address directly the situation of a public decision-making. But they all made an effort to define Crowdlaw in very plain and accessible terms. In our own distribution of votes, the most popular definition was this:\u003C/p>\u003Cblockquote name=\"ffb3\" id=\"ffb3\" class=\"graf graf--blockquote graf-after--p\">CrowdLaw is being able to decide together what are the rules that define the activities that matter to all of us\u003C/blockquote>\u003Cp name=\"49ec\" id=\"49ec\" class=\"graf graf--p graf-after--blockquote\">But that was not the end of it. At that point, we got to \u003Cstrong class=\"markup--strong markup--p-strong\">the most thrilling part of the contest\u003C/strong>. We counted with two exceptional and very tough young judges from two different countries, \u003Cstrong class=\"markup--strong markup--p-strong\">Amedeo\u003C/strong> (8 years-old) and \u003Cstrong class=\"markup--strong markup--p-strong\">Pablo\u003C/strong> (10 years-old), who carefully read and evaluated the 23 anonymous definitions, and chose their preferred three. And finally, much to the surprise of the participants in the contest, Amedeo and Pablo connected through video-conference to deliver their verdict, give the reasons for their choice, and congratulate the winner. And there was a winner; an absolute one. Very interestingly, especially because they had no time for previous secret deliberations and to reach an agreement, the two young judges came to choose the same definition out of the 23! The absolute winner of the definitions contest was this:\u003C/p>\u003Cblockquote name=\"a10c\" id=\"a10c\" class=\"graf graf--blockquote graf--startsWithDoubleQuote graf-after--p\">“\u003Cstrong class=\"markup--strong markup--blockquote-strong\">Crowdlaw\u003C/strong>: Imagine you were able to propose and decide together with your classmates and teachers what to do in school each day? That’s how we think we should run our cities, too, with everyone having the ability to participate in deciding what problems to solve and how to solve them”.\u003C/blockquote>\u003Cp name=\"3c66\" id=\"3c66\" class=\"graf graf--p graf-after--blockquote\">The author of such definition, and therefore the contest’s winner, was Beth S. Noveck! Congratulations to her! (International observers guaranteed that there was no fraud in the judgment).\u003C/p>\u003Cp name=\"5142\" id=\"5142\" class=\"graf graf--p graf-after--p\">What did we learn from that experiment? Among other things, that a good definition, a definition that anyone can understand, must appeal to the reader’s experience, must avoid technical jargon, and must be simple enough (not oversimplifying, not patronizing).\u003C/p>\u003Cp name=\"4e1f\" id=\"4e1f\" class=\"graf graf--p graf-after--p\">If you want to test how such definition works with other 8–10 years-old or invite them to improve it, you will be more than welcome. CrowdLaw means Mommy and Daddy don’t get to decide on their own when sleepytime should be. In Crowdlaw you get to ask “why” and you deserve a better answer than “because Mommy says so.” You can suggest a different bedtime and Mommy and Daddy will have to seriously consider it before they decide.\u003C/p>\u003Cp name=\"b13c\" id=\"b13c\" class=\"graf graf--p graf-after--p\">4. CrowdLaw is a method used by national or local governments to source public inPuts for inclusion in laws, policies and regulations to resolve societal problems.\u003C/p>\u003Cp name=\"b963\" id=\"b963\" class=\"graf graf--p graf-after--p\">5. Your classroom is going on a road trip. Who should decide where to go? Now, one classmate has a toothache. Who should decide what to do?\u003C/p>\u003Cp name=\"300a\" id=\"300a\" class=\"graf graf--p graf-after--p\">6. Crowdlaw gives you a voice when decisions are made in your city or country.\u003C/p>\u003Cp name=\"7a04\" id=\"7a04\" class=\"graf graf--p graf-after--p\">7. Crowdlaw allows you to contribute to decisions that you are interested in. Imagine what you would like to have in your neighbohood: a basketball court? A playground? Better bike paths? With crowdlaw you can present your ideas and try to make them happen.\u003C/p>\u003Cp name=\"dc6b\" id=\"dc6b\" class=\"graf graf--p graf-after--p\">8. When you play together with your friends to build soething in Minecraft. CrowdLaw: Is a new method to take decisions in public “things” joining the opinions of all.\u003C/p>\u003Cp name=\"b394\" id=\"b394\" class=\"graf graf--p graf-after--p\">14. Everyone may have good ideas and solutions. CrowdLaw means that everyone should have a say when we try to make decisions together (anytime, about anything)\u003C/p>\u003Cp name=\"16c9\" id=\"16c9\" class=\"graf graf--p graf-after--p\">15. Imagine in the end of every day when you are writing your diary, don’t write it alone. Instead, you and all your friends family and people you met will write all together with you. And that how we will write the story of our society in crowdlaw\u003C/p>\u003Cp name=\"4238\" id=\"4238\" class=\"graf graf--p graf-after--p\">16. CrowdLaw is about how to build public policies with the citizens/inhabitants\u003C/p>\u003Cp name=\"0731\" id=\"0731\" class=\"graf graf--p graf-after--p\">17. People making laws\u003C/p>\u003Cp name=\"594b\" id=\"594b\" class=\"graf graf--p graf-after--p\">18. Everybody helps to make the rules for how we live together\u003C/p>\u003Cp name=\"1a95\" id=\"1a95\" class=\"graf graf--p graf-after--p\">19. He led strategy and design work on digital transformation and public policy and public sector reform projects in government, education, health, human services and urbanisation in India, China, South-East Asia, Australia and New Zealand.\u003C/p>\n\u003Cp>Prior to his role in Cisco, Martin held various policy and management roles in the federal public sector, including Chief of Staff to a Minister in the Federal Government, a federal public servant (Communications, Sport, Recreation and Tourism) and as a research and strategy lead in the Office of Strategic Planning in the NSW Cabinet Office. For the past three years, and again in 2026, he has been a Learning Guide and facilities for the NSW Leadership Academy (Band 1 and Band 2 senior executives).\u003C/p>\n\u003Cp>He chaired the former NSW Digital Government Advisory Panel and the Expert Advisory Group for the Welfare Payments Infrastructure Transformation program (WPIT) for the former federal Department of Human Services (now Services Australia).\u003C/p>\n\u003Cp>He was a member of the Government 2.0 Task Force established by Federal Minister for Finance, Lindsay Tanner, in 2009. In 2017, Martin was one of 3 members of a review for the NSW Government, chaired by former NSW Premier Nick Greiner AC, of regulatory policy and strategy across the State.\u003C/p>\n\u003Cp>He was an inaugural member of the NSW AI Advisory Group which crafted the early versions of what has now become the NSW AI Assurance Framework which is also being adapted as a national AI assurance framework.\u003C/p>\n\u003Cp>Martin writes and speaks extensively on government, service design, digital transformation, the impact of AI in government and on public leadership for the digital age as well as on different dimensions of policy reform.
