The Data Tank envisions societies that are equipped to access data in inclusive, responsible, systematic and sustainable ways to improve people’s lives. Creating ecosystems for data reuse is central to achieving this. Governance and technical infrastructure are important pillars of these ecosystems but they need the human infrastructure that can make them function. Data stewardship involves the skills, competencies and functions needed to provide access to data for reuse in the public interest. In 2024, and building on earlier work by The GovLab, The Data Tank has delivered a programme of Data Stewardship bootcamps to meet the growing demand across sectors. As we already prepare the bootcamps planned for 2025, we reflect on this past year and on what is about to come.\u003C/em>**\u003C/p>\n\u003Ch3 id=\"how-it-all-started-the-need-for-data-stewardship\">How it All Started: The Need for Data Stewardship\u003C/h3>\n\u003Cp>In recent years, data has become an increasingly valuable asset across sectors. Going digital has dramatically increased the amount of available data. Yet, the challenge is not just collecting and storing data, but actively managing it, using it, and most importantly recognizing the value of reusing it for other purposes than collected. To unlock its value, therefore, organisations require dedicated professionals handling data responsibly, ethically, and effectively. And, as data becomes a key element in decision-making, innovation, and governance, there will be a growing demand for \u003Ca href=\"#\" target=\"_blank\" rel=\"noopener noreferrer\">\u003Cstrong>data stewardship\u003C/strong>\u003C/a>.\u003C/p>\n\u003Cp>The rise of \u003Ca href=\"https://datacollaboratives.org/\" target=\"_blank\" rel=\"noopener noreferrer\">Data Collaboratives\u003C/a> has only increased the need for data stewards. \u003Cstrong>Data Collaboratives\u003C/strong> can be broadly defined as cross-sector collaborations between the private sector, public sector, research institutions, civil society and people who co-create some of these data in the first place. These partnerships leverage private-sector data and expertise to address public challenges, such as public health and \u003Ca href=\"https://www.cambridge.org/core/journals/data-and-policy/article/need-for-climate-data-stewardship-10-tensions-and-reflections-regarding-climate-data-governance/4C968508F0441C6E341EE314C5FC2611\" target=\"_blank\" rel=\"noopener noreferrer\">climate change\u003C/a>. Given the complexity of the topics, there are a set of \u003Ca href=\"https://the100questions.org/\" target=\"_blank\" rel=\"noopener noreferrer\">questions\u003C/a> that need to be asked: What is the problem at hand? (Why) do we need access to data to solve the issue? How can we enable access to data reuse for public good? Adding to these complexities, the involvement of multiple stakeholders requires a rethinking of how data is accessed and managed, ensuring it is used for the public good without compromising ethical or legal standards. We are living in paradoxical times, where on one hand, there is a growing demand for data in the age of AI, and on the other, there is a growing trend of restricting access to data, what our Co-founder, Stefaan Verhulst, refers to as “\u003Ca href=\"https://sverhulst.medium.com/are-we-entering-a-data-winter-f654eb8e8663\" target=\"_blank\" rel=\"noopener noreferrer\">The Data Winter\u003C/a>”.\u003C/p>\n\u003Cp>To address this need, TheGovLab, in partnership with Microsoft, launched the \u003Ca href=\"https://course.opendatapolicylab.org/\" target=\"_blank\" rel=\"noopener noreferrer\">\u003Cstrong>Data Stewards Academy\u003C/strong>\u003C/a> in 2020. The academy was designed to help professionals across industries develop the expertise needed to manage and share data in a systematic, sustainable, and socially responsible way. Through its online Executive Education Courses, the program trained leaders from the private, public, nonprofit, and academic sectors, equipping them to create data re-use strategies and lead the development of data governance frameworks.\u003C/p>\n\u003Ch3 id=\"back-to-the-classroom-data-stewards-bootcamps\">Back to the Classroom: Data Stewards Bootcamps\u003C/h3>\n\u003Cp>In alignment with its mission, The Data Tank has continued the legacy of the Data Stewards Academy by offering Data Stewards Bootcamps in both onsite and hybrid formats. Our bootcamps aim to build the human infrastructure needed to responsibly and systematically leverage data for the common good.\u003C/p>\n\u003Cp>2024 has been a pivotal year in that sense. The Data Tank hosted two bootcamps bringing together professionals from civil society, public, and private sectors to deepen their expertise and build a community of data stewards who can drive positive change. For the first time, we offered these bootcamps in both on-site and hybrid formats. Approximately 30 senior executives across Europe participated, all working at the intersection of data and public good. The bootcamps explored various aspects of data re-use, including city-level initiatives and social sector development, sparking innovative ideas and creative thinking. They included peer-to-peer knowledge exchange, field visits, and insights from expert guest speakers. In addition to the learning aspects, the bootcamps have fostered collaboration, enabling participants to better understand how they can leverage data to solve pressing challenges and create social impact.\u003C/p>\n\u003Ch3 id=\"data-stewards-intensive-course-in-berlin\">Data Stewards Intensive Course in Berlin\u003C/h3>\n\u003Cp>The Data Tank facilitated its first data stewardship \u003Ca href=\"https://www.linkedin.com/pulse/data-stewards-action-accelerating-re-use-social-sector-civil-jncxc/?trackingId=uAiGZrQZ7yQBq0i76IBSdA%3D%3D\" target=\"_blank\" rel=\"noopener noreferrer\">bootcamp in Berlin\u003C/a> (June 10–14). In collaboration with the Governance Lab and supported by The Bertelsmann Foundation, the event gathered 14 participants from the social and civil society sector in Germany and beyond. Alongside these discussions, we visited the \u003Ca href=\"https://gmdac.iom.int/\" target=\"_blank\" rel=\"noopener noreferrer\">Global Migration Data Analysis Center\u003C/a> (IOM) and \u003Ca href=\"https://www.wikimedia.de/\" target=\"_blank\" rel=\"noopener noreferrer\">Wikimedia Germany,\u003C/a> where participants could listen to keynote talks, ask questions, and network. The thematic focus for this pilot edition was open data, and all conversations revolved around meaningful re-use of open data and (locked) data towards a faster, responsive, and responsible social & civil society sector in Germany (and beyond).\u003C/p>\n\u003Cp> \u003C/p>\n\u003Cfigure>\u003Cimg src=\"https://miro.medium.com/v2/resize:fit:700/1*SIzKElJe7wqfq8ZPSWg3Cw.jpeg\" alt=\"\">\n\u003Cfigcaption>\u003C/figcaption>\n\u003C/figure>\n\u003Cp> \u003C/p>\n\u003Cp>Intensive Course Session in Berlin ©: Sascha Schürmann\u003C/p>\n\u003Ch3 id=\"data-stewards-bootcamp-in-turin\">Data Stewards Bootcamp in Turin\u003C/h3>\n\u003Cp>The Data Tank facilitated the second data stewardship \u003Ca href=\"https://www.linkedin.com/pulse/apply-now-join-next-data-stewards-bootcamp-focus-re-use-cities-njbcc/?trackingId=iiCQ7RmsoLBaqXE9IN8jXA%3D%3D\" target=\"_blank\" rel=\"noopener noreferrer\">bootcamp in Turin\u003C/a>, from November 18 to December 11. This time, we went for a hybrid delivery,with three days on-site followed by three weeks of online sessions. The bootcamp hosted 13 participants from the private sector, public administration, and civil society enabling diverse views and approaches to data re-use for public good. We designed this second edition with a focus to understanding how data re-use can be applied in urban contexts, advancing the development of participatory and data-driven cities. An additional component was the intersection of AI and Data: what does AI-ready data mean? How can AI help to democratize access, use, and re-use of data in city level initiatives? The Berlin bootcamp will focus on empowering civil society organizations to enhance their advocacy strategies through the use and re-use of open data.\u003C/p>\n\u003Cp>Next, we will be heading to Switzerland! Thanks to the generous support of Hasler Stiftung, and in partnership with Open Data.ch and the Swiss Data Alliance, we will host an in-person \u003Ca href=\"https://www.swissdataalliance.ch/agenda/data-stewards-intensive-course\" target=\"_blank\" rel=\"noopener noreferrer\">Data Stewards Bootcamp in Zurich and Bern\u003C/a>. This second bootcamp will bring together participants from the public, private, and academic sectors, as well as civil society, to explore best practices for data stewardship.\u003C/p>\n\u003Ch3 id=\"continued-engagement-with-the-alumni-community\">\u003Cstrong>Continued Engagement with the Alumni Community\u003C/strong>\u003C/h3>\n\u003Cp>Combining our efforts, with the data stewards academy and bootcamps, our alumni community has now grown into more than 100 data experts across the globe. As a continued effort to maintain relationships and grow this community further, the Data Tank team and the Governance Lab have joined forces and started different community engagement initiatives; starting from monthly webinar series highlighting the relevant trends in data stewardship, up to sharing useful funding resources on a weekly basis. The Impact Assembly as part of PwC’s social impact practice.\u003C/p>\n\u003Cp>He is an ANZSOG Practice Fellow for Digital Government Strategy and Leadership and the founder and principal of Public Purpose Pty Ltd, working at the intersection of public policy, strategy, leadership and technology. He has led the development of new programs exploring the public leadership implications of digital, data and AI, including the role of ethics and ethical frameworks for public leaders. He co-directs ANZSOG’s Deputies Leadership Program with Kathryn Anderson, that integrates a significant focus on the evolution of leadership responses to the opportunities and risks of digital, data and AI capabilities and platforms.\u003C/p>\n\u003Cp>From 2001 to 2013, Martin led the Asia-Pacific public sector consulting and innovation team in Cisco’s Internet Business Solutions Group (IBSG). He led strategy and design work on digital transformation and public policy and public sector reform projects in government, education, health, human services and urbanisation in India, China, South-East Asia, Australia and New Zealand.\u003C/p>\n\u003Cp>Prior to his role in Cisco, Martin held various policy and management roles in the federal public sector, including Chief of Staff to a Minister in the Federal Government, a federal public servant (Communications, Sport, Recreation and Tourism) and as a research and strategy lead in the Office of Strategic Planning in the NSW Cabinet Office. For the past three years, and again in 2026, he has been a Learning Guide and facilities for the NSW Leadership Academy (Band 1 and Band 2 senior executives).\u003C/p>\n\u003Cp>He chaired the former NSW Digital Government Advisory Panel and the Expert Advisory Group for the Welfare Payments Infrastructure Transformation program (WPIT) for the former federal Department of Human Services (now Services Australia).\u003C/p>\n\u003Cp>He was a member of the Government 2.0 Task Force established by Federal Minister for Finance, Lindsay Tanner, in 2009. In 2017, Martin was one of 3 members of a review for the NSW Government, chaired by former NSW Premier Nick Greiner AC, of regulatory policy and strategy across the State.\u003C/p>\n\u003Cp>He was an inaugural member of the NSW AI Advisory Group which crafted the early versions of what has now become the NSW AI Assurance Framework which is also being adapted as a national AI assurance framework.\u003C/p>\n\u003Cp>Martin writes and speaks extensively on government, service design, digital transformation, the impact of AI in government and on public leadership for the digital age as well as on different dimensions of policy reform. Together with former Finance Minister Lindsay Tanner, he wrote Changing Shape: Institutions for a Digital Age (Longueville Press, February 2014).\u003C/p>\n\u003Cp>He is also co-author with Simon Cooper of (Are We There Yet?
